Study On The Design And Accomplishment Flat Operations And Management Mode On The Jian-Heze Expressway

The final target of the expressway management and operations is improving the safe level of traffic and transportation, the road network's capacity and raising the service levels, the efficiency of transportation and production and economic benefit. It will be worked by using some management and technology methods such as monitoring the road network situation accurate and timely and access control with economical and efficiency. Nowadays, it uses the management and operations system in Shandong province which separates the control to the charging. The control system and the charging system operate and manage independently. And the expressway networks in China always use multi-level management and operation mode. This mode has positive effect to building expressway and operations and management at the early time by the expressway was completed one by one. But by the improvement of the expressway information management system, the multi-level management and operation mode of the sections bring many problems. These problems include the grading of management agencies, the definition of rights and responsibilities, the distribution of benefits and so on.For multi-level section of expressway management problems, this paper compare the contemporary expressway management modes and these modes'character at home and abroad, analysis the meaning and advantage of flat management mode, and uses the flat management model in the management of Jinan-Heze expressway and doing some research in "center-operating department" of expressway flat management model. This paper sets the organizations of the flat management model of Jinan-Heze expressway, describes the function and operations measure of operations and control center which is play a principal role in this mode and research the person and equipment distribution, technology support platform, the structure of business system and information management mode in it. At the end, it analyses the benefit if it takes flat management mode.
