Research On The Status Quo And Management Countermeasures Of Road Chief System Operation

As a new thing,no matter in theory or in practice,there is still a lack of more basis and support.Therefore,as a whole,the research on the road chief system and its related issues is still in the initial stage of exploration.Based on the current situation of the implementation of the road chief system in Zhengzhou urban area,this paper summarizes and refines the existing problems in the operation of the "road chief system" through typical interviews and questionnaires,and analyzes the reasons behind these problems.Finally,it puts forward the promotion and management countermeasures from the two levels of the government,the road chief and the management department.In this paper,first of all,through the induction of relevant domestic theories;second,select the typical road section in Zhengzhou City,and carry out a typical interview on the operation of the "road chief system";third,collect extensive information through the questionnaire survey,and factor analysis on the results of the questionnaire survey,combined with the results of the typical interview,point out the problems in the operation of the "road chief system".In the actual operation,through the typical interview with 32 people,such as the public security traffic police,the road chief,the street office,the Street merchants,and the intellectuals,we get the information about the evaluation of the implementation effect of the road chief system from the public,and make a statistical analysis.At the level of questionnaire survey,205 valid questionnaires were obtained in this survey.Then factor analysis was carried out on the recovered questionnaires by spss22.0 statistical software,and the four main problems in the operation of "road chief system" were preliminarily grasped.Including the insufficient publicity,the supervision mechanism to be strengthened,the rigid assessment mechanism,the reward and punishment system can not be controlled and so on.Finally,based on the analysis of the above problems,from the two levels of the government,the road chief and the management department,the paper proposes to strengthen the construction of the "road chief system" team;guide public participation and enhance public supervision;improve the working mechanism of the road chief system and play the leading role of the "road chief";strengthen the publicity to provide public opinion support for the road chief system.
