As a typical pressure-bearing special equipment,the stationary pressure vessel is widely used in petrochemical,energy industry,scientific research,military industrial enterprises,etc.Its risk characteristics are obvious,because it usually works under extremely complicated conditions,and its running often requires complicated maneuver,at the same time,it has large numbers of facilities attached.Recently,the number of stationary pressure vessel accidents has shown a downward trend,but the consequences of those accidents are still serious.At present,the majority of the research are about the risk of pressure vessels or pressure-bearing special equipment,while there is no research dedicated to the risk management of stationary vessel.For this reason,the risk of stationary pressure vessel are evaluated based on the characteristics of relevant accidents and risk management methods of it are then be presented.The results of this paper can help those factories better manage the risks posed by stationary pressure vessels,and at the same time could be served as reference for the underwriting of stationary pressure vessel related insurance.Firstly,the scenario analysis method is used to identify and analyze the six risk scenarios of stress,status,response and sensitivity,exposure and coping ability from the aspect of risk subject and the risk receptor.Secondly,the risk evaluation index system is constructed and the risk level of each scene element is divided.The extension analytic hierarchy process method is used to evaluate the property and liability risk and to determine the risk level.Then,the insurance method is adopted to transfer the property and liability risk of the stationary pressure vessel,the property insurance rates are floated based on the property risk level,the property insurance amount is floated based on the maximum possible loss,the risk matrix is build by the liability risk level and limit and used in the liability insurance rate floating,finally be used in the calculation of insurance premiums.Finally,the liquid ammonia refrigeration enterprise is taken as an example to verify the applicability of the risk assessment model.The example shows that the risk of research target can be scientifically and reasonably classified by the risk assessment model constructed in this paper,and the insurance premium rate can be floated based on those results.The underwriting scheme of the stationary pressure vessel is optimized to provide a basis for risk management.
