As the road service time increases,the performance of expressways will gradually decline.For highways with high transport efficiency,the time for pavement maintenance and repair is limited.Therefore,in order to ensure the normal operation and service quality of expressways,formulating a scientific and effective maintenance program is of critical importance.At present,most of the highway maintenance in China adopts the pavement management system.The National Ministry of Transport has also developed the China Pavement Management System(CPMS)to realize China's characteristic highway maintenance management.This system has been gradually promoted nationwide,but has not yet applied in Jiangsu Province.So as toachieve the comprehensive promotion of CPMS in China,this paperwas first applied this system to highways maintenance and management in Jiangsu Provincebased on its characteristics,which has a very positive significance.Firstly,this article summarized the concept and domestic and foreign research status of pavement maintenance and management,and emphasis onanalyzing the differences among maintenance evaluation,maintenance forecasting and maintenance decision-making system at home and abroad at the present stage,then concluded the research theory of modern highway maintenance management and determined the pavement performance evaluation indexes.Pavement performance evaluation indexes including PavementConditionIndex(PCI),Road Quality Index(RQI),Rutting Depth Index(RDI),Skidding Resistance Index(SRI),Pavement Structure Strength Index(PSSI),Pavement Quality index(PQI),etc.In the CPMS system,five indicators of PCI,RQI,PSSI,RDI,and SRI were selected.Secondly,based on the surveyabout the highway maintenance management research status in China,the future development trend of expressways in Jiangsu Province wasdetermined.The investigation status of maintenance management and management operation system suggested that there are serious problems both in the China's maintenance regime and management.The healthy development of highway maintenance management requires relevant departments to pay sufficient attention to maintenance management in the future,and they should establish the viewpoint that maintenance and construction are equally important,as well as give priority to the development and application of new maintenance technologies.Ensure the healthy operation of maintenance management.Thirdly,the CPMS system is introduced from research backgrounds,functional models and data sources.Userscan have a preliminary understanding of the functionsin the CPMS system.The functional analysis module mainly covers four categories: the highway technical status assessment system,the pavement management system,the daily maintenance management system and the comprehensive maintenance analysis platform.The basic process of maintenance decision-making includes: First of all,collecting and uploading road condition data,and the performance prediction model and the maintenance quality standard were determined according to local standards.Then,on-site investigations and analysis of the maintenance plan and the joint maintenance cost model are used to determine the maintenance countermeasures.In the analysis process,the maintenance quality standards include preventive maintenance standards and large and medium maintenance standards.The performance prediction models mainly consist of phased polyline,negative exponential curve and modified S curve prediction mode.After the performance prediction results and maintenance standards were identified,the maintenance plan was inputted into the system based on the results oflocal maintenance program,and combined with the experience of maintenance experts and grassroots maintenance and management units as well as the more commonly used mature maintenance programs.Maintenance cost model(the present value method,the benefit cost ratio method,the cost-effective method and the life cycle cost method)were considered in maintenance decision analysis.At last,the RDModels analysis module of CPMS was used to establish the asphalt concrete pavement maintenance decision model.Finally,the CPMS was used to analyze the highway maintenance management in our province.In the analysis process,the basic performance evaluation data(DR,IRI,RDI,etc.)of the pavement performance were obtained through the CiCs data acquisition system,and the data was uploaded to the CPMS pavement management system and then analyzed with this system.Referring to the national performance evaluation indexes and maintenance standards,the corresponding indexes and standards applicable for Jiangsu Province were determined.Combined with local conservation programs and based on the life cycle economics principle,a scientific and reasonable maintenance plan was developed by using the CPMS system to formulate short,medium and long-term maintenance plans according to the performance prediction results.Ultimately,the reports on road performance and maintenance were generated throughout the entire maintenance analysis process.
