At present,China has gradually shifted from incremental planning to stock planning,and stock is the aggregated collection of each property ownership house.Historical district is the representative type of stock,and the demand for self-renewal is increasing.The historical district self-renewal is that within the historical district,all property owners,under the guidance of the planning,combined with the owner’s own preferences,actively renew their own properties and bear the corresponding expenses.However,in the process of historical district self-renewal,it will face the start-up dilemma before the renewal,the consensus dilemma on the macro group,and the dilemma of property rights on the micro individual.Therefore,this article uses Diantou Street historical district as the research object to sort out its self-renewal process.At the same time,it studies the representative cases of two types of property rights,public housing and private housing,and summarizes the self-renewal path of each type of property rights.It is proposed that the main point of public housing renewal is to transfer the right of disposal from the passive sector to the active sector and from the decentralized sector to the centralized sector through the arrangement of property rights.For private house renewal,the main point is to reduce the government and the owner’s self-renewal transaction costs through institutional design.On the basis of sufficient research on self-renewal of each kind of property rights,this paper extracts the experience of Diantou street in dealing with three dilemmas of self-renewal.Encourage owners to update by establishing a competent authority,improving the foundation first,pilot demonstration,and formulating an open and fair update policy as the basis for self-renewal.Establish a self-renewing operation mechanism through the reward and compensation incentives,community planners and the updated inventory system,and standardize the operation to consolidate the consensus among group owners.By sorting,confirming,and integrating buildings,as a starting point for self-renewal implementation.At the same time,the article also points out the shortcomings of the Diantou street to cope with the dilemma,and gives a strategy.
