With the rapid growth of China’s economy for many years, urban develops rapidly, and alarge number of new urban administrative centers have appeared. This paper focuses onthe phenomenon of the plannings and architectural designs of local urban administrativespaces in China. The paper can be divided into2parts. First, it researches on81cities’administrative centers (or administrative buildings),in Mainland China, built around andafter2000of different administrative levels, which include county-level, municipal-leveland provincial-level. And the agencies contained in the cases include one or more or allof party committees, governments, local People’s Congress and local committee ofChinese People’s Political Consultative Conference. This paper studies on cases statusfrom three levels of urban location, site planning and architectural design: locationselection and construction scale of local administrative spaces at level of urban location,function constitutes, planning layout mode, symbols of planning and design, forms ofvenue and city boundary, comparison of building height at level of site planning, scaleheight of main entrance of administrative buildings, building shape, plane and fa adecharacteristics and design features, architectural details and fa ade materials at level ofarchitectural design. Then this paper traces back to the generation process of the mode.Based on the research framework of cases status, the author interviewed with theinvestment representatives and designers participating in the local urban administrativespaces planning and architectural design to explore the two groups’ understanding of theplanning and design of Chinese local urban administrative spaces from the above threelevels. On the basis of the same survey content and framework, the author alsoconducted a questionnaire survey for ordinary people without architecture and planningdesign background to find out their understanding of local urban administrative andwillingness of participating in decision-making process of administrative spacesplanning and design program.Secondly, this paper analyses the cases researches ofexisted local urban administrative centers, summarizes the planning and design pattenlanguages of Chinese local urban administrative spaces from three levels of urbanlocation, site planning and architectural design, and analy zes the interviews andquestionnaires to sum up the planning and design patten languages in the mind of three social groups which compared with the actual pattens to explore the relationship andcorrespondence extent. Then, the paper summarizes the participation level of the processof planning and design and the role in the three stages of proposal stage, design stageand determining stage of three groups, finally finds out the unwritten rules hidden behindthe patten languages of planning and design of cities’ administrative spaces in China andbriefly analyzes its forming background at the end of this paper.
