Research On The Construction Of Bidding Agency Management System Under The New Situation

The decision of the Ministry of housing and urban rural development on Abolishing the measures for qualification determination of bidding agency for engineering construction projects was implemented on March 8,2018.A large number of bidding agencies have mushroomed into the market.The competition of bidding agency business is intensified and disordered competition is emerging in an endless stream.In addition,the importance of bidding agency work is not fully understood by all parties,which is very easy for the construction of engineering projects Design has an impact.Since then,the national development and Reform Commission(NDRC)promulgated the regulations on engineering projects that must be tendered(No.16 order of the national development and Reform Commission)on March 27,2018,and promulgated the regulations on the scope of infrastructure and public utility projects that must be tendered on June 6,2018,which adjusted the model and scope of procurement that must be subject to bidding,which not only endows investment management institutions with greater autonomy,but also increases the scope of bidding Added the risk it took.In this context,it is urgent to clarify the responsibilities of bidding agency and establish the evaluation system of bidding agency.Firstly,through the analysis of the industry policy adjustment,this paper summarizes the reason,purpose and development trend of the industry policy adjustment,and analyzes the current situation,existing problems and reasons of the bidding agency industry after the national cancellation of the bidding agency qualification;secondly,through the analysis of the bidding objectives and importance,combing the quality standards and influence of the bidding work According to the data statistics and analysis,the evaluation system of bidding agency is constructed by using analytic hierarchy process,and the scoring standard of the evaluation system is established.Through the analysis of the scoring standard,the whole process consultation is proposed Finally,from the perspective of the owner,the company discusses the management system of the bidding agency,proposes to establish the accountability system for the work of the bidding agency,and gives the concept and implementation scheme of reverse evaluation,and designs the security deposit system,work quality file system,dynamic management of supplier list and so on?Bidding work runs through the whole process of project construction,and its quality directly affects the construction quality of engineering project.Through the research of this paper,we hope to make the main participants realize the importance of bidding agency work,improve the quality of bidding agency work through management,and provide value-added services for project construction.(3)This paper discusses the management system of bidding agency from the perspective of the owner,puts forward the establishment of accountability system for the work of bidding agency,and gives the concept and implementation scheme of reverse evaluation.On this basis,it designs and establishes security deposit system,work quality file system and supplier list dynamic management system of bidding agency.
