Synergetic Research On Green Building Policy Measures And Policy Objectives In China

As the largest energy-consuming field in the construction industry,the continuous promotion of green buildings is of great significance to promote energy conservation and consumption reduction in the construction industry,and government policies have a significant impact on the development of green buildings.At present,China is vigorously developing green buildings,but in 2017,China ’s new green building area was only 200 million square meters,and construction companies that accounted for more than 60% of green building projects accounted for only 9%.Therefore,policy guidance and accuracy are still needed To further strengthen and find out the inadequacies of China’s green building policy in order to improve the effect of the policy.The current research on green building policies tends to qualitatively analyze policies,and few articles discuss the good synergy between policy measures and policy objectives,that is,how to adopt effective policy measures for the coordinated use of various policy objectives.This paper selects 303 national-level green building policies promulgated from 1980 to 2018 as the basis for research,and selects the three periods of 1980-2003,2004-2008,2009-2018 as the importance of green building development stage.First of all,based on the two dimensions of green building policy policy measures and policy objectives,a green building content analysis framework was established,and the use of green building policy measures and policy objectives in three stages was sorted out through content analysis;second,through social network analysis,Presented three stages of green building policy measures-measures,policy measures-targets collaborative network and change laws;finally,construct a green building policy quantitative manual,quantify the green building policy policy measures and policy objectives one by one,and establish respectively The econometric model of the synergy between single and dual policy measures and policy objectives on the development of green buildings has an in-depth discussion on the effectiveness of its synergy.research shows:(1)In the green building policy measures-measures synergy network,encouragement and guidance measures play a leading role,and the most frequently coordinated policy measures-measures combination is organizational personnel-encouragement guidance;in green building policy measures-target synergy networks,synergy with policy measures The highest-level policy goal is green operation,the policy measure with the highest degree of coordination with the policy goal is administrative coercion,and the policy measure-goal combination with the highest coordination frequency is administrative coercion-green operation.(2)When a single policy measure is coordinated with various policy objectives,there are six items of fiscal tax-green development,administrative compulsory-green development,administrative compulsory-green design,administrative compulsory-green procurement,organizational personnel-green operation,and other economics-green operation The combination of policy measures and policy objectives has a significant role in promoting the development of green buildings.(3)When the two policy measures are coordinated with each policy goal,organize personnel-fiscal tax-green development,fiscal tax-administrative compulsory-green development,organize personnel-administrative compulsory-green design,organize personnel-fiscal tax-green design,Organizational Personnel-Administrative Mandatory-Green Design,Financial Taxation-Administrative Mandatory-Green Design,Organizational Personnel-Financial Taxation-Green Procurement,Organizational Personnel-Encouragement and Guidance-Green Procurement,Financial Taxation-Encouragement and Guidance-Green Procurement,Financial Taxation-Other Economy-Green Procurement,Organization of Personnel-Financial Taxation-Green Construction,Organization of Personnel-Encouragement and Guidance-Green Construction,Finance and Taxation-Encouragement and Guidance-Green Construction Thirteen Policies,Two Policy Measures,and the Coordinated Combination of Policy Objectives Significantly Promote the Development of Green Buildings effect.In view of the analysis results,this article puts forward countermeasures and suggestions on improving the effective coordination of green building policy measures and policy objectives and improving the effectiveness of green building policies.
