Water,energy and food,as the most important consumables in the watershed system,are indispensable resources for human survival and development,and are related to the lifeblood of the country's future development.Against the background of the impact of global climate change,the destruction of the ecological environment and the sustained growth of the world's population,human pressure on the resource demand represented by water,energy and food is gradually increasing,and is showing a sustained growth trend,which has brought great pressure on the ecological environment.The current systemic risks of water,energy and food are prominent,and the water-energy-food system,as a complex system,is increasingly showing mutual promotion,interconnection and interaction The relationship of mutual restriction has more and more influence on human and social development.In this context,this paper discusses the current and future development of the water-energy-food system in the empirical region from the point of view of the system.This paper first clarifies the connotation,theoretical framework and system characteristics of water-energy-food system,summarizes the previous related research,under the guidance of environmental carrying capacity theory,sustainable development theory,coupled development theory,externality theory,defines the connotation and extension of water-energy-food coupling system and the evolution process of system coupling development in watershed,and determines the theoretical basis of water-energy-food system research in this paper on the basis of existing research results.Secondly,on the basis of defining the influencing factors and mechanism of water-energy-food system,according to the intrinsic mechanism of water-energy-food system In this paper,the index system of water-energy-food system coupling and coordinated evaluation was constructed in three aspects: water resource subsystem,energy subsystem and food subsystem.Finally,the water-energy-food system evaluation model is constructed by combining CRITIC empowerment with coupling coordination degree,and the coupling coordination condition of empirical region is evaluated.Research.Finally,based on the above research,this paper tries to put forward the policy suggestions to promote the future research on the coupling development of the water-energy-food system subsystems and the whole system from the perspective of the policy coordination of the three sectors of water,energy and food.Through this study,the following conclusions are drawn:From the evaluation results of the present situation,the water-energy-food system coupling coordination degree of the four provinces of Jiangsu,Anhui,Shandong and Henan in Huaihe River basin has shown a good development trend from 2005 to 2017.According to the situation forecast for Jiangsu province,which has the worst evaluation status,the coupling of water-energy-food in different scenarios in Jiangsu province will improve further but the progressis very small.The state of the future water-energy-food system can be effectively improved.From the results of regulation,the future water-energy-food system coupling coordination degree is 0.77,at the same time,we can find that the future policy regulation for water resource subsystem improvement is more stable,for food subsystem regulation effect is more obvious,for energy subsystem regulation effect is poor,so the regulation of energy source subsystem is the difficulty of future regulation.
