Water is the vital and strategic resources for the human survival, the current use efficiency of the Huaihe River Water Resources overall is not high enough yet. The extensive use patterns and the serious problems of social structure aggravate water wasting. Water conservation, recycling and water use efficiency is the new situation of water use, it can not be solely solved through building up new water projects. The purpose of water-saving society is to break the existing extensive water use pattern, re-establish intensive and efficient way of water exploitation. For this goal, study the evaluation of the index system of water-saving society in Huaihe River Basin, the study process and results is as follow:(1) Based on the principle of Index system, refered the construction method of rational system, divided the index system of this building into three levels, respectively the target layer, guidelines layer and index layer.(2) Paper used the way of combining survey research, expert consultation method, multivariate statistical methods and target decomposition method, divided the rule layer index system into five parts fircstly:namely comprehensive index, water management, domestic water, process water and ecological water, then filter out the Huaihe River Water Saving initial set of indicators to assess, through quantitative and qualitative analysis to selecte 30 comprehensive evaluation index from 58 initial indicators, based on the constraints and limitations of reality, ultimately selected the core indicators to reflect the festival water-social nature and core of the building, consisting the core indicators system.(3) Based on the analysis and comparison of the fuzzy evaluation method (FS), gray system evaluation method (GS), artificial neural network evaluation method (ANN), data envelopment analysis (DEA) and the Analytic Hierarchy Process (AHP). Ascertain the Analytic Hierarchy Process as the evaluation assessment method for Huaihe River Basin water conservation and the construction of water-saving society system.(4) Selected 5 experimental cities within the Huaihe River, use the Huaihe River water-saving society evaluation system established as above. Evaluate the basis construction of the 5 typical water-saving society and mid-term construction consequent of the water-saving society effect was evaluated. Results have shown that the five pilot cities typically have four composite index during the construction of water-saving society pilot cities before less than 30% in its infancy; water-saving society building mid-term evaluation of the pilot cities have four cities’composite Index above 70%, in good phase, there is a 66.2%, close to an excellent standard. After assessment of the pilot cities, draw the Huaihe River water-saving society to achieve certain results, saving society in the Huaihe River Basin in the future will get steadily.
