| Sponge city construction solves the water ecological environment problems facing the city by building a cross-scale water ecological infrastructure and forming a perfect urban rain and flood management system,such as urban waterlogging disasters,rainwater loss,runoff pollution,and water ecological damage.National government departments are actively preparing for the construction of sponge cities,promoting the construction of sponge cities in 30 pilot cities across the country,and encouraging the construction of sponge cities using the PPP model,attracting large amounts of social capital to participate,and promoting the widespread use of the PPP model in sponge city construction use.However,the inherent characteristics of sponge City PPP project,such as large investment,long cycle,difficult technology,complex participants and fuzzy income mechanism,increase the risk of the implementation of sponge city construction project.In order to complete the sponge city construction project scientifically and efficiently,we need to carry out scientific risk management,identify and analyze potential risk factors based on the perspective of the whole life cycle and build a branch Learning a reasonable risk sharing mechanism has become an urgent academic issue.In this paper,through literature analysis and inductive method,the potential risk factors of the sponge city PPP project are identified throughout the life cycle,and based on the analysis of the full life cycle perspective and the macro,medium,and micro perspectives,draws seven first level risk indicators,including the political policy risk and financial risk,natural risk,financing risk,construction risk,operation risk and cooperation risk,and 30 secondary risk indicators.On this basis,through questionnaire survey and structural equation model,the impact degree of seven risk indicators on the sponge City PPP project is obtained after confirmatory analysis.Then divide the risk indicators into non-shared risks and shared risks through the expert questionnaire survey method,and then build a risk game model of different bidding orders of government departments and social capital under dynamic information games with incomplete information.And negotiation loss impact parameters,the risk sharing ratio under dynamic game with incomplete information is obtained,and the reasonable risk sharing plan of the sponge city construction project under the PPP mode is determined.Finally,through the case study of the PPP project of the comprehensive improvement of the water environment of the Qingxi RiverBasin in the construction of the sponge city of Chizhou City,the risk identification and analysis of the paper and the operability of the risk sharing scheme were verified.It supplements the deficiencies of the existing research in academic theory,and at the same time provides a basis for the risk management practice of the sponge city PPP project in social practice. |
