Research On Risk Control Of HDW Sponge City Construction Project In Jilin City

2020 is the first year for China to enter a well-off society,which means that China's economic growth has achieved a qualitative leap.While things have two sides,and the economic growth process will inevitably bring some problems to the ecological environment.Global warming,flood disasters,water pollution and other issues gradually surfaced.In order to solve this series of ecological and environmental problems,the advanced concept of sponge city construction has emerged,providing strong support for China's construction of an ecological and civilized city."Sponge city",as its text meaning,means that the city like a sponge has the function of absorbing and storing water.When the city needs water resources,it can recycle the stored water.In practice,based on the common characteristics of the sponge city project and the PPP project,the sponge city construction is often combined with the PPP model.From the current point of view,the PPP model of the sponge city construction project is still in its infancy,and the PPP project has a large investment scale and a long life cycle.Therefore,there are some different risks in the preparation phase,procurement phase,execution phase,and transfer phase of the project.At present,China has few achievements in risk management research in this field,and the actual combat experience at this stage mostly stays in technology,and the overall risk assessment and risk control of the project is very few,so the sponge city construction of the PPP model carries out risk identification,and designs the corresponding risk control plan and risk response guarantee measures,which has great theoretical guidance and practical significance for the smooth development of the project.This paper takes Jilin City HDW regional sponge city construction project as the research object,mainly uses literature analysis method,questionnaire survey method,analytic hierarchy process and fuzzy comprehensive analysis method to study the risk of Jilin City HDW region sponge city construction project.First,based on the basic situation of the sponge city construction project in the HDW area of Jilin City,specific analysis of the various risk factors affecting the project;second,the risk factors are divided into first-level risk indicators and second-level risk indicators,and the risk assessment indicator system of Jilin City HDW regional sponge city construction project with 20-level risk assessment indicators and 20 second-level risk assessment indicators.Through the method of questionnaire,multiple experts are asked to assign the importance of each risk factor.Then based on the scoring results of various experts,the weight of each indicator in the risk evaluation indicator system is determined by the analytic hierarchy process,and the risk ofthe sponge city construction project in the HDW area of Jilin City is evaluated.After demonstrative analysis and weight value ranking,the conclusion is that the main risk factor of the sponge city construction project in the HDW area of Jilin City has the largest weighting of construction risk,indicating that it has the most important impact on project construction and operation,followed by the economic risk of the project,indicating that in addition to project construction risk and economic risk.It also occupies a relatively dominant position in the overall project construction.The risk weight value of operational risk,legal risk and force majeure risk is low,indicating that the degree of impact is relatively low.Finally,according to the results of the risk evaluation,control measures for risk are proposed for construction risk,economic risk,operational risk,and legal risk.After analyzing,identifying,and evaluating the risks of the HDW regional sponge city construction project in Jilin City,countermeasures are proposed to increase the participation of social capital and ensure the smooth implementation of the Jilin City HDW regional sponge city construction project.The application of the model to sponge cities in other regions has certain reference significance.
