ABSTRACT:With the rapid development of petrochemical industry, the demand of dangerous chemicals increases year by year, at the same time the dangerous goods transport is growing. Because the dangerous goods have the characteristics of high risk, the safety transportation problem of dangerous goods becomes increasingly serious. In addition, hot weather in summer in our country is more frequent recently, which leads to a high incidence of dangerous goods road transportation accidents. Some studies show that the most frequent period of the gas dangerous goods transportation accident is July. In order to ensure the safety, governments have introduced dangerous goods transportation limit policy in hot weather. However, there is a contradiction between the economic development of enterprise and the policy. Therefore, it is especially important to formulate a reasonable dangerous goods transport limit policy to balance transportation safety and enterprise economic development.In order to analyze the system of road dangerous goods transport in hot weather and preview the dynamic relationship between transport plans and transport safety, this paper built a dangerous goods transportation limit policy optimization simulation model with the method of system dynamics, taking Beijing as an example. This offered scientific reference for formulating reasonable limit policy to manage the transport of dangerous goods in high-temperature. The main research contents are as follows.Firstly, the research background, significance, the aims, the main contents, research methods and technical route are introduced. Secondly, the related theories of the research methods are described briefly. The road transportation system for dangerous goods and the effects of the limit policy on transportation behavior, transportation safety and the enterprise economic are analyzed. Then, the analysis of the dangerous goods transportation system in hot weather is provided. The system is divided into five subsystems:’transport demand’,’Regulations’,’illegal transportation behavior’,’accident’ and ’enterprise economic’, which are analyzed respectively. Based on the above analyses, the SD model is established. Finally, as an example, the SD model of Beijing is provided. Based on the questionnaire survey, historical data collection and analyses, the model parameters and limit policies are determined. In addition, the simulation of the changes of the number of accidents and corporate profits is provided, when implementing different limit policies. Following are the main conclusions of this paper:the policy that limiting transports dangerous goods in high temperature has a significant effect on reducing accident, but it is needed to consider the impact of the economic efficiency of enterprises on the policy. When the policy is too strict, it is not conducive to the economic development of the enterprise; when the policy is too relaxed, in order to obtain economic benefits, the enterprise will ventured to illegal transportation. This leads to unable to achieve the original intention of the legislation. Take Beijing for an example, the medium strict policy (limit for30days, fine standard is5000Yuan per an accident, the benchmark rate ofpenalty is50%) is the most appropriate.
