Under the background of advocating green development,an important channel for the government to respond to the energy supply challenge and act on the development philosophy of "green hills and clear waters is golden" is to vigorously develop the renewable energy and power project,and optimize and adjust the energy structure.Among all kinds of renewable energies,wind energy,as a new energy with mature technology and promising prospect,is becoming increasingly popular in the field of electric power development.Inner Mongolia is rich in wind energy resources,and the government has enacted a series of policies to encourage wind power development.In Inner Mongolia,with the rapid growth of wind power capacity,there are also some problems such as rough development of the industry,waste of wind and wind restriction,and large operation risk,etc.,leading to the bottlenecks of industry development.The policy has not achieved the desired effect due to various factors.In the field of public policy,it involves the problem of effectiveness of policy implementation.Policy implementation,as an extremely important link in the policy process,is the only way to turn policy objectives into policy reality.Based on the Smith Policy Implementation Model,the paper conducts an analysis of the causes of the problems in the implementation of wind power policy,discusses the factors thatinfluence the implementation of the wind power policy in Inner Mongolia,and proposes some suggestions for improvement.At the same time,the application of the Smith Model in the implementation of wind power policy in Inner Mongolia is improved,and the preconditions of setting up the model analysis is put forward,concluding that the importance of executing agency should be highlighted.
