The global economic downturn also has a profound impact on Chinese enterprises.Many R & D and manufacturing type’s state-owned enterprises,the market demand for large-scale supply of old products is reduced,and The market demand for new products with multiple varieties and small batch increased significantly.However,due to the small batch of new products do not have scale benefits in the trial production stage,and the cost of R & D and production is high,it is very difficult to meet the three requirements of ensuring product quality,providing products in time and creating profits for enterprises at the same time.In this situation,the original extensive management is no longer applicable,which makes the enterprise actively enhance the value of internal operation.This paper takes L company,a state-owned R & D and manufacturing enterprise,as the research object,and studies the exploration of L company to meet the market demand of multiple varieties and small batches of new products in the new situation with the mode of temporary R & D project management team.The R & D project team of L company,a state-owned enterprise,is a temporary team oriented by market objectives and cross department cooperation.At present,it has completed the new product project development work of several important orders.In the production practice of the company,looking for the main problems that affect the low profit or even loss of the company in the trial production stage of each new product,so as to explore the corresponding reasons and countermeasures.Observe and listen to the team members and helpers about the difficulties,resistance and other negative factors in the work,and summarize the problems in the operation of the project team.The main problems include: Conflict of objectives in project work,waste of internal resources such as repeated research,low enthusiasm of team members in project work,and inadequate preliminary preparations.Under the new situation,the technical management is more complex.The project work often needs cross department cooperation,and the plan often needs to be changed for various reasons.So in a project cycle,which countermeasures can reduce the cost and improve the efficiency under the premise of ensuring the quality becomes the content of targeted research.Combined with project management knowledge,team management theory,team knowledge sharing theory,incentive theory and organizational behavior theory,the main countermeasures proposed include: combing product development process and reasonably designing objectives,knowledge sharing of R & D project team,defining and standardizing incentive basis,and improving the ability to approach objectives through plan implementation.All countermeasures should be implemented or have enough guiding significance.After the implementation of the countermeasures,it can create profits for the company in the stage of trial production of new products and report the better work results.Applying the research results of R & D project team management problems and countermeasures,we need to have corresponding guarantee,and we can make the optimization scheme come into effect by formulating corresponding management system and process specification.The practical value of this study is to explore that under the existing organizational structure,state-owned enterprises can add an alternative scheme,which can let state-owned enterprises make use of existing resources and transform at a lower cost,so as to meet the current dramatic changes in market demand.
