| Since the 1980 s,China has entered into the phase of rapid economic development,the general construction of the airport to get fast development,the study found that the general design,construction,operation and disconnect the airport construction,the design change,more cost out of control and management project from design to formal navigation with the length,don’t meet the demand of unit using after project completion and other management issues.In order to improve the management problems,the author studied the present domestic general airport common construction mode(DBB model,CM/Agency,EPCO).Through factor analysis,five common factors influencing the construction mode selection of general airport are summarized,which are the owner’s project management ability,aviation operation ability,project funding sources,project duration and project total construction cost.Through the analytic hierarchy process(AHP),it is concluded the best mode of general airport construction is EPCO mode.Through the study of the advantages of EPCO model of general airport construction over DBB model and CM/Agency model,as well as the advantages of EPCO model of general airport construction in terms of quality management,duration management and cost management,it is concluded that EPCO model can effectively solve the problems existing in DBB model,CM/Agency model and other common general airport construction models.It is found that the EPCO model of general airport construction can promote the cooperation depth of design,construction and operation,solve the problem of incoherence of design,construction and operation,improve the project quality,shorten the time limit,save cost and improve the use function of the project.In order to study the application of EPCO model in the construction of general airport,the author selected the actual case of JH general airport project that he personally participated in the whole process and organized to implement for explanatory case study.After the project adopted EPCO model,the three objectives of cost,duration and quality were significantly improved.In terms of cost,by optimizing the design scheme,the project cost was saved 39 million yuan,about 20% of the cost.In terms of quality,162 design changes were reduced,a reduction of about 80%;The construction period is shortened by about 30%,and the time from completion acceptance to formal navigation operation is about 60% in advance.In the last chapter,the author puts forward the importance and selection standards of selecting the appropriate project leader,and proposes a new direction for scholars to study the EPCO model,namely quantitative study of the economic benefits of the whole life cycle of the EPCO project of general airport.This thesis summarizes the experience of the construction of EPCO model for general airports by studying examples,and puts forward some Suggestions,which have certain reference value for further improving and popularizing the construction of general airports by EPCO model. |
