Research On Risk Management Of General Airport Construction Project Under PPP Mode

In recent years,the state has guided and standardized the participation of private capital in civil airport construction projects,proposed to encourage innovative investment and financing models,and vigorously supported public-private partnership(PPP)investment in the construction of general airports and joint operation of the general aviation industry.As the first general airport in Shaanxi Province to adopt PPP mode during the 13 th Five-Year Plan period,the final implementation effect of DF airport construction project under PPP mode will significantly affect the development of Shaanxi and even the whole country’s air transportation industry.Therefore,how to carry out risk identification and evaluation on DF airport construction project under PPP mode in the starting stage of the emerging development of PPP mode,and summarize a set of reasonable and standardized risk management and coping strategies are the key issues in this analysis.First of all,based on relevant theoretical knowledge,this paper introduces the concept of general airport,characteristics of general airport PPP project,risk overview of construction project and risk management theory of construction project,and discusses the necessity and feasibility of introducing PPP mode into general airport construction.Secondly,after summarizing and sorting out relevant literature,this paper analyzes DF Airport construction project by using checklist method and expert investigation method,and identifies five types of risks existing in PPP mode of DF Airport construction project,namely policy risk,legal risk,financing risk,construction risk and environmental risk,including 20 risk factors.Therefore,the corresponding risk evaluation index system is constructed for this project.Then,the risk evaluation model is constructed by fuzzy comprehensive evaluation method and analytic hierarchy process,and the data collected by questionnaire survey is analyzed to obtain the risk evaluation results of DF airport construction project and determine the weighted risk scores of each index.Finally,according to the principle of risk sharing,scientific suggestions on risk sharing of DF airport construction project are put forward,and corresponding schemes are formulated for identifying the risk factors of the project.It is hoped that this analysis can put forward scientific and reasonable risk management suggestions for the implementation of DF Airport construction project,and provide reference for the increasing number of PPP airport construction projects,and effectively promote the development of PPP mode in the field of air transport.
