| For a long time,China has been faced with the common problems of rural construction and development,and continues to explore solutions.Since entering the 21 st century,China has gradually implemented several rural development strategies,including the "New Socialist Countryside Construction",the "Beautiful Countryside Construction",and the current strategy of "Rural Revitalization." In these strategies,the specific village construction is considered to be an important link,because it is related to whether the upper-level strategic thinking can be truly implemented at the grassroots.However,these top-down,exotic,collectively-organized village construction activities are often difficult to get effective and full support from local villagers.It is of practical significance to discover the reasons that hinder villagers from participating in village construction and explore methods for villagers to participate more actively and effectively.Taking Gunzheng Village,Liping County,Guizhou Province as a research object of individual case study,this investigation reviewed the development and construction of this village,went deep into the villager groups during the total staying time of nearly a month,participated in and observed the local life,and interviewed about 30 villagers,grassroots cadres,and volunteers in depth.Focused on the specific events in the village construction and the behaviors as well as the psychology of the villagers,this paper analyzes from two levels and draws the following conclusions:The first level is the analysis of real problems.It is found that there are diversities among different types of villager groups in the village construction.The middle-aged males in the village generally occupy an absolute dominant position.Besides,the participation of the entire villager group in different types of village construction projects is also different.For example,villagers are most willing to participate in the construction of public facilities or residential houses but are less enthusiastic about the development of industrial development projects.In addition to some external factors,the internal factors of villagers,such as the villagers’ inherent negative sense of small farmer consciousness,the negative perceptions caused by the comprehensive influence of society,and their weak ability to deal with construction issues,are the main hindrance to villagers’ participation in village construction.However,these problems are difficult to be solved by the villagers themselves,and it is necessary to provide suitable external environmental conditions for villagers.The second level is to propose some solutions.Based on the summary of the case of Gunzheng Village,and combined with other examples of similar problems in rural areas,the common problems reflected by different participants in village construction are drawn,and basic principles for promoting villagers ’participation in village construction are put forward.The basic principles including: insist on the cooperation and co-construction of the whole process with multiple participators;creating an external environment suitable for villagers’ participation;focusing on short-term interests and long-term interests;strengthening villagers’ personal qualities and changing their concepts;focus on discovering and cultivating local able people who are willing to act and the method for villagers should be simple and practical,etc.According to the above suggestions,the participation optimization methods are further proposed for each type of participators in the village construction,including the investors should take overall planning as the core;the planners,designers,and constructors should take integrated promotion as the goal;and the operators and supervisors should identify clear responsibility as the key.Finally,using these methods as the guideline to carry out empirical application,discuss the corresponding strategies for how villagers can better participate in the future construction and development of Gunzheng village. |
