The construction of expressways has changed from “mainly repairing” to “maintaining equal emphasis on maintenance”.The status and priority of highway maintenance have been rising.Nowadays,preventive maintenance is gradually implemented,and decision-making on preventive maintenance is becoming more and more challenging.This article is based on minimizing overhaul of the pavement and seeking the best life-cycle preventive maintenance timing to achieve a balance between limited resource funding and long-term efficient pavement performance.Based on the multi-factor and multi-level characteristics of highway pavement network-level maintenance planning,this paper constructs a highway life-cycle maintenance planning system for expressway asphalt pavements,and presents the entire process of planning decisions.Based on the traditional time series threshold control scheme,the life cycle of highway pavement maintenance is redefined,and the cost economic content of the target life cycle is improved,taking into account multiple cost factors such as user costs,road costs,and environmental costs In addition,from the perspective of cost control,the transformation from a project-level maintenance plan to a network-level maintenance plan has been completed.The article subverts the cognition of the effects of traditional preventive maintenance,puts forward the concept of imperfections in preventive maintenance,and analyzes the causes of imperfections and the " completeness " among them from the perspective of conservation technical measures.Then a method for determining the optimal timing of pavement maintenance based on non-homogeneous Poisson distribution is given.This method is a complementary solution to the threshold control of time series.Poisson distribution probabilistic models that need to investigate pavement performance data and numerous traffic data are required to provide technical support for more effectively grasping the timing of highway pavement maintenance.Aiming at the maintenance management characteristics of Shijiazhuang Expressway,the main 6 highways are selected for case study.The Shijiazhuang section of Beijing-Kunming Expressway and Beijing-Hong Kong-Macao Expressway are taken as examples.The two schemes are used to calculate the road maintenance timing and economy.Evaluation.Through the comparison and combination of the two schemes,the full life cycle pavement maintenance planning plan of Shijiazhuang Expressway Network was finally obtained,which can provide reference and reference for China's highway maintenance planning work.
