Study On Establishment Of Implementation Planning Of Rural Revitalization Strategy In Yangling District

In September 2017,the 19 th national congress of the communist party of China(CPC)put forward the strategy of rural revitalization.Subsequently,local governments successively issued the implementation opinions of the strategic plan for rural revitalization,the strategic plan for rural revitalization,and the supporting policies to promote the implementation of the strategy.Since then,the development of "agriculture,rural areas and farmers" in China has been pushed to a new height.And the following year on September,national "strategic plan for rural revitalization 2018-2022" was officially launched,and the provincial "strategic plan for Rural Revitalization" and "the implementation plan for Rural Revitalization" at Prefecture and city levels were gradually prepared and released for implementation.As the basic unit for the implementation of national policies,the county government,how to effectively promote the implementation of the strategic plan for Rural Revitalization under the current administrative system of China,It is urgent to solve the problem.Yangling district is the only area under the jurisdiction of China's first agricultural high-tech industry demonstration demands and new tasks and missions entrusted by the state and the province,the preparation and implementation of Rural Revitalization Strategy Planning in this district is particularly urgent.The implementation of Rural Revitalization strategic planning is the operation process of policy in the administrative system,which determines the path and effectiveness of policy implementation.First of all,the study makes a basic cognition of the national "planning",and clarifies its content,key points,connotation and characteristics.Secondly,through the interpretation of the characteristics of the administrative system of the county government,it is clear that the core of the implementation of the strategic plan of Rural Revitalization by the county government under the current administrative system lies in: combining the local reality and the development and construction goals,comprehensively implementing the requirements of the "planning",comprehensively deploying the Rural Revitalization of the whole region,and strengthening the spatial attribute of the policy to transform the system of policy requirements into the specific administration within the jurisdiction The county Party committee shall lead relevant departments to coordinate and promote the management of affairs.On this basis,combined with relevant research,this paper points out that the implementation plan of the county government's Rural Revitalization Strategy can promote the construction of the planning content system of "comprehensive deployment + spatial guidance + implementation mechanism".Then,Taking Yangling District as an example,this paper studies the implementation planning of Rural Revitalization Strategy of Yangling District,analyzes the characteristics of its administrative system and the reality of local development,constructs the content system of "policy planning + spatial planning + implementation mechanism" in combination with the content requirements of the national and Shaanxi Rural Revitalization Strategy Planning,and launches the planning content.The policy planning comprehensively deploys the revitalization of local villages to reflect the systematic implementation of policy implementation.The spatial planning is the key to strengthen the implementation of policy requirements in local areas.The implementation mechanism defines the planning implementation mode,optimizes the planning implementation means and promotes the implementation of policy planning and spatial planning.The research shows that it is the premise for the implementation of the local Rural Revitalization Strategy to clarify the characteristics of the implementation of the plan by the county government under the characteristics of the current administrative system.Based on the characteristics of the local administrative system at this stage,Yangling District government implements the national plan,constructs the planning content system of policy planning + spatial planning + implementation mechanism of the implementation plan of Yangling District Rural Revitalization Strategy.On the one hand,it systematically implements the overall content requirements of the national and provincial Rural Revitalization Strategy Planning,and comprehensively deploys the local rural revitalization.On the other hand,On the other hand,policy planning and spatial planning cooperate with each other to set goals,nature,quantitative,positioning,sequencing and responsibility for the revitalization of the whole countryside,so as to strengthen the local implementation of the plan.At the same time,strengthening the paths of public participation,innovating the cooperation mode of government departments,and improving the dynamic management means of planning can further promote the implementation of planning.In addition,the content of "the implementation plan of Rural Revitalization Strategy of Yangling District" is formulated closely around the goal of promoting Yangling District to become a benchmark area of Rural Revitalization in China.It systematically responds to the current development and construction of agriculture,rural areas and farmers in this area,and its ideas and methods to solve the development and construction of agriculture,rural areas and farmers have certain reference value for China's counties and cities relying on agricultural development.
