Study On The China’s Training For African Railway Technical Talents

From the opening of the Tanzania-Zambia railway with the assistance of the Chinese government in the last century to the completion and operation of the Benguela railway,the Addis Ababa-Djibouti railway and the Mombasa-Nairobi railway in recent years,the cooperation between China and Africa in the field of railway transportation has developed rapidly,and Chinese railway standards have reached more and more African countries and regions.In the process of transportation infrastructure construction in Africa,China attaches great importance to the training of local railway technical personnel in African countries,and has made remarkable achievements in training a large number of localized railway technical personnel for African countries.With the rapid development of China-Africa relations,China-Africa railway cooperation has entered a new stage of development,facing new opportunities and challenges.Based on the comparison of Tanzania-Zambia railway and Mombasa-Nairobi railway,this paper studies China ’s training practice for African railway technical talents.First of all,through literature review and analysis,this paper summarizes the main ways of China’s training of technical personnel for Tanzania and Zambia during the construction of Tanzania-Zambia railway,including the training for foreign students,on-the-job training and the establishment of training courses.According to the relevant materials of the author’s research on the Mombasa-Nairobi railway in Kenya in July 2019,the author summarized and described the training system of the Mombasa-Nairobi railway’s three-level localized technical talents,as well as the localized human resource management and training system.Furthermore,from the aspects of training objectives,training process and quality evaluation,this paper makes a comparative analysis on the training practice of technical personnel in Tanzania-Zambia railway and Mombasa-Nairobi railway.Secondly,based on China’s practice in training technical talents for Tanzania-Zambia railway and Mombasa-Nairobi railway,this paper summarizes China’s experience in training technical talents for African railway in a comprehensive way: train railway urgently needed talents,relying on railway construction projects;Dispatch technical experts and professional teachers for technical guidance and teaching;"Please come in" to study or study abroad,train railway professional and technical personnel;support the establishment of railway technical colleges and train professional technical personnel for a long time;strengthen the management team construction and promote operation and management standards "Chinese Characteristics".Then,the paper comprehensively analyzes the background and opportunities of China’s Training in African Railway Technical Talents:The One Belt And One Road initiative and the China-Africa action plan are being promoted;More and more African countries will go on the road of industrialization;China-Africa railway cooperation will also speed up and increase efficiency.Challenges faced by China’s training for African railway technical talents: the training mechanism of African railway technical talents needs to be improved urgently;Assistance to African railway professional teacher team construction needs to be strengthened;China’s management system in training African railway technical talents needs to be further improved.Finally,according to the current challenges faced by China’s training in African railway technical talents,some suggestions are put forward to further improve the training of African railway technical talents,including: strengthen the training of railway professional teachers and build up the teaching practice bases;improve the management training system,deepen the implementation of the plan and other countermeasures.
