Research On The Railway Technical Standard Review Committee In The Republic Of China Period

The early railway construction in China had no unified technical standards due to the interference of western countries.Under the Beiyang government,the development of railway technical standards began and the first set of railway technical standards in China was completed in1922.In order to revise the above standards,the Ministry of Railways of Nanjing National Government established the Railway Technical Standards Review Committee.The committee was mainly composed of Chinese engineers,and most of the main members had studied abroad.The committee was mainly responsible for the improvement,review and mechanical design of the existing standards,and the work of supplementing and refining the previously formulated standards.And 15 standard specifications were developed after 7 years.The standards developed by the committee were more complete than those developed by the Ministry of Communications during the Beiyang period,indicating that the committee made an important contribution to the standardization of railroad construction and technology at that time and to the advancement of the standardization of railway technology in modern China.The article is composed of four parts: the formation of the committee,its work,comparison of results and impact.The establishment of the committee firstly sorted out the railway technical standards work of railway institutions before the Nanjing government period,mainly including the Ministry of Commerce,The Ministry of Post and Communication in the late Qing Dynasty and the Railway Technical Committee of the Ministry of Communications during the Beiyang period of the Republic of China,to reflect the development of railway standardization in the early stage.In order to further promote the railway cause,the Ministry of Railways set up the railway technical standard review committee,which made it adapt to the needs of the development of social railway traffic and cater to the demands of politics and military.In addition,the composition of the committee was mainly Composed of Chinese engineers,supplemented by foreign engineers,which reflects the characteristics of localization in the development of the committee.The work of the committee summarizes the efforts and achievements of the committee in railway undertakings during its existence from the aspects of work content,methods and standard achievements.Specifically,the Committee revised the existing or non-existing standards through the way of "collecting information-drafting-soliciting comments-revising-soliciting comments-drafting and publishing",and a total of 15 standards have been drafted.This standard is no matter to railroad construction,or to modern industry standardization all play an important role.The comparison of the committee’s achievements is mainly between the "Standard Specifications for State Railway Construction" promulgated in 1936 and several important railroad technical standards in the "State Railway Standards" formulated in 1922,to reflect the significance and value of the committee’s achievements.The Committee’s work has played a significant role in the history of China’s railway development.The commission itself and the impact of its results were of great significance in the course of railway development.especially in the standardization of Chinese railway technology in modern times,and the standards developed by the committee have had a certain influence on the railroad,industry and society.This paper holds that the railway technical standards revision committee was an excessive organization of railway standards establishment in the period of the Republic of China,and both the committee itself and its achievements have played a connecting role in the development of modern railway,which promoted the standardization of modern railway technology in China.
