Highway transportation plays a role in national economic and social development.In alpine regions,events such as the impact of meteorological disasters,traffic jams,and damage to road surfaces occur from time to time,affecting the healthy development of road transportation and social economy.The assessment can enable the highway management department to take measures in advance to reduce the adverse impact of the meteorological disasters in cold areas on highway traffic.Previous studies,from the perspective of highway itself(exposure),highway traffic(sensitivity),and highway management and maintenance(disaster response capacity),research on highway vulnerability assessment methods is lacking,and there is a lack of multi-view comprehensive assessment methods of hi ghway vulnerability.In this paper,the dynamic segmentation technology is used to synthesize the indicators of the highway itself,highway traffic and highway management and maintenance,and a new comprehensive assessment method for highway vulnerability in cold regions is proposed.First,referring to the indicators of exposure,sensitivity and disaster resilience used for highway vulnerability assessment,combined with the climate characteristics of high and cold regions,a comprehensive assessment index system for highway vulnerability in cold regions is proposed,and clarify the internal mechanism of dynamic segmentation technology used for comprehensive assessment of highway vulnerability.Secondly,comprehensive dynamic segmentation technology and fuzzy analytic hierarchy process are put forward,and a comprehensive assessment model of highway vulnerability in cold regions is proposed.It is used to clarify the specific process of calculating the comprehensive assessment index of the vulnerability of the highway in the cold region by using dynamic segmentation technology and fuzzy analytic hierarchy process.On the basis of the above research,based on the technical system developed by ESRI's Web application,a prototype system of "cloud service" for the c omprehensive assessment of highway vulnerability in cold regions was developed.Users can upload the relevant data of the highway data and the expert scoring table online,and obtain the comprehensive assessment results of highway vulnerability online.Finally,in order to verify the method and the system developed in this paper,the road basic data and corresponding expert score data of the Wolin section of Suiman Expressway in Heilongjiang Province were used to get results of the exposure,sensitivity,resilience and vulnerability of the selected highway sections.The results show that the comprehensive assessment method of highway vulnerability in the cold region can accurately assess the vulnerability of the highway in the cold region,which is the same as the actual situation of the highway.At the same time,it can also provide suggestions for improving highways with high vulnerability in terms of exposure,sensitivity and resilience to achieve the effect of improving the overall performance of highways.
