The traditional standard of deviation penalty is fixed,so the wind farms have no right to choose different assessment standards.Thermal power plants have strong control of output,so the traditional unified and strict assessment mode is suitable for it.However,the output of wind farms more depends on the natural distribution of wind resources,besides that there is a large gap between the predicted output and the actual output of wind farms limited by the existing prediction technology.The prediction accuracy of wind farms' output is far lower than the prediction accuracy of Thermal power plants' output,at the same time,the technical conditions of different wind farms are different and the natural resources in different geographical locations are different,therefore the prediction accuracy of different wind farms' output is also different.With the reform of power market in China,wind farms are required to sell power at a fair price and participate in market competition.Traditional unified and strict assessment mode can't fully meet the demands of wind farms to participate in power market with equal subjects to maintain their benefits.Firstly,this paper defines the quality of wind power and studies the tuning method of relevant parameters.Based on this,the paper studies the rules of power distribution according to the quality level,the method of daily generation schedule declaration and spot market clearing method.Purpose of this paper is to promote wind power to participate in the spot market with equal subject and realize the concept of classified production and sales.Firstly,define the quality of wind power from different points and design some indexes to evaluate the quality of wind power.Based on this,the relevant formulas and the rules of responsibility division in case of deviation are established.In addition,this paper analyze the rationality of generation schedule declaration method and responsibility division rules.Secondly,propose a method to adjust the relevant parameters of wind power quality indexes to determine the number of levels of each index and the boundary between each level,make the catalogue more suitable for the characteristics of local wind farms and reduce the probability of false declaration while reflecting the quality difference between each wind farm.In addition,some evaluation indexes are put forward to evaluate the effect of parameter setting.Thirdly,set up the optimal model of differentiated distribution of guaranteed purchasing power,and the corresponding optimization methods.The results show that the differential distribution of guaranteed power can improve the total consumption of wind power without increasing investment,and can control the difference of acquisition ratio among different wind farms by adjusting constraints.Finally,by modifying the trading rules,the wind farm can participate in the spot market and some evaluation indexes are set to evaluate the income of wind power.Based on this,a day ahead generation schedule declaration strategy is proposed.
