Extreme disasters will cause large-scale damages to the power and communication systems of the distribution network in the area where it passed,which seriously affects the stability of power supply and even leads to large-scale power outages,resulting in adverse social impacts and incalculable economic losses.Generally,in the process of recovery,the power would recover proceeding to the communication.Though there is no coordination between the two,this may lead to the system more effective and rapid.Currently,the restoration strategy of power distribution network is usually implemented through two parts: network reconfiguration and fault repair.In the research of restoration,the influence of communication system has not been taken into account.Actually,network reconfiguration depends on the dispatching automation of communication system while fault recovery relying on the location and isolation of power faults,resulting the unexpected formulated recovery strategy.Firstly,this paper studies the influence of extreme disasters on the distribution network system,analyzes the mechanism of power and communication failures in distribution network caused by extreme disasters,and discusses the influence of communication system failures on power recovery in distribution network.After that,considering the communication system itself,a research on the optimization recovery strategy of the distribution network communication system based on mobile self-organization is put forward,the communications will be recovered quickly and effectively by combining various methods such as optical fiber repair,mobile base station repair and emergency communication vehicle,and the post-disaster repair principles applicable to the distribution network communication system is proposed.Further,from the perspective of power load recovery,the principle of mutual fault conversion is used,aiming at short emergency repair time and small power outage losses on the power side,high coverage rate and high statistical accuracy rate of disaster losses on the communication side,a coordinated recovery strategy for power and communication under extreme disasters is proposed,and the effectiveness is verified through an IEEE123 node example.In extreme disasters,corresponding recovery schemes can be selected according to actual needs.Considering the coordinated recovery of power and communication can effectively shorten the rush repair time of the distribution network after disasters,and greatly reduce the power outage losses caused by distribution network faults.However,the correlation between rush repair time and power failure loss is relatively low.It is possible that the rush repair time is relatively long but the corresponding power failure loss is small.After an extreme disaster occurs,an appropriate post-disaster recovery scheme can be selected according to actual needs.
