With the rapid development of urbanization,the problems of water resources,water security,water environment and water ecology are emerging gradually,so that we propose a new concept about rainwater management-Sponge City construction on the basis of China's national conditions.Because the construction of the Sponge City is still in the stage of exploration and construction,including regulations,management,technology,funds and so on.There are many risks in the process of construction,operation,and maintenance.So how to comprehensively identify and effectively control risks,which is an important task in the macro policies making and micro construction management of Sponge City.Based on the life-cycle perspective of the Sponge City construction,the paper mainly recognize the factor of risk influence.And established four kinds of risk factors and index systems of all sorts of law and regulation,management,technology and fund.With using the SEM to demonstrate and analyze,then we get divisor load and relevance of every single risk factor.To be concluded.Four kinds of factors and Sponge City construction both have remarkable negative correlation relevance and appear with the shape of cross structure.With the law and regulation,tech,capital and management individually constitutes the primary cause,direct cause and potential cause of risk influence mechanism of Sponge City construction.The system synergistically improvement of every individual cause is important to overall risk management.Every single factor has different level of influence with the evolution of the life cycle.The importance of risk management also should go with the flow.The supervision,public participation mechanism and the science of planning and the charge system of the law status,management system of sponge city building individually becomes the key index in these factors.It is important to effectively decrease the risk by specifically increasing the management of these indexes.
