In recent years,the deepening of system reforms has changed the market landscape of China's power industry.At the same time,with continuous expansion of the scale of power grid enterprises,the size and variety of assets are also growing,posing new asset management requirements on the entire power industry.Asset management evaluation is key to optimizing asset management practices,and it is an important tool to push for life-cycle asset management.Therefore,currently,there is pressing need for power grid companies to improve their asset management evaluation system.In recent years,the State Grid is gradually building its life-cycle asset management system,and has started to promote the evaluation of asset management in its local branches.However,a single unified evaluation system at the national level cannot fully apply to the practices of provincial and municipal companies.It mostly stays at the theoretical level,and has limited pragmatic significance.In this regard,based on Life-Cycle Asset Management theory,this paper takes Z Power Grid Company as the target for empirical study,and establishes a practical performance evaluation system for asset management according to local conditions.First of all,this paper introduces the current status of asset management and asset management performance evaluation at home and abroad,summarizes the theory of Life-Cycle Asset Management,and elaborates on asset management and its evaluation practices in detail,which lays a solid foundation for the rest of the study.Then,taking the provincial branch Z of the State Grid as the target of research,the paper gives a comprehensive introduction of the specific natural and socioeconomic environment where the company locates,and analyzes the practices and problems of the company's current asset management evaluation.In order to solve these problems,this paper establishes the database of asset evaluation indicators of Z Power Grid Company based on the three dimensions of Life-Cycle Asset Management—safety,efficiency and cost,with the key performance indicator(KPI)method,according to the unique realities of Z Power Grid.With the comprehensive use of questionnaire survey and expert scoring method,the key indicators of performance evaluation of asset management for Z Power Grid are selected from more than 30 alternative indicators,and the indicators are standardized and weighted by extreme value method and entropy method.Finally,a power grid engineering asset performance evaluation model is constructed,which can fully reflect the development strategy of Z Power Grid and adapt to the unique situation of the company.Based on the indicator data of six prefecture-level power supply branches of Z power grid from 2016 to 2018,the model constructed in this paper is used for empirical analysis,and the index results reasonably reflect the overall picture of the current power grid engineering asset management of each branch.Based on the results of performance evaluation,this paper horizontally compares the asset management performance of the branch,identifies the weak links of the target company in asset efficiency improvement and cost control,vertically compares the performance evaluation results of the branch in the past three years,describes the changing trend of its assets and formulates future development strategies.In this paper,the asset management evaluation model is established based on the three dimensions of Life-Cycle Asset Management—safety,efficiency and cost,and makes up for the deficiency of the existing evaluation system of Z Power Grid Company.It provides asset management advice for Z Company and its branch companies,which is highly practical.In addition,the evaluation model also provides a useful reference for other power grid enterprises in China to improve their performance evaluation of asset management and enhance the effectiveness of their asset management.
