With the reform of the separation of administrative and business sectors in China Railway in 2013,how to identify the public welfare of railway transportation services and projects and how to make public welfare more effective are the issues that need to be resolved in order to deepen China Railway reform.However,there are existing academic and policy studies about the definition,identification and subsidy mechanism of China Railway public welfare transportation are mostly abstract and vague qualitative research,and there is also lack of quantitative research on the grounding of the application of actual data,which affects the scientific nature,reliability and maneuverability of the research results.Therefore,it is theoretical and practical significance to study the identification mechanism and subsidy methods of Chinese railway public welfare transportation.This thesis is based on the research of existing theories such as market failure theory and franchise theory,as well as the analysis of the policies and practices of the European Union,the United Kingdom,and Japan on the identification and subsidy mechanism of railway public welfare transportation.The basic practices,policies and actual situation are summarized.Then,it puts forward a comprehensive recognition mechanism for China Railway public welfare transportation,which includes a hierarchical,multi-step,multi-mode transport of judgment procedures and standards.Then,according to the proposed China Railway public welfare transportation identification mechanism,the generalized cost-benefit analysis method(CBA)is used to analyze the scarcity data collected by the China Railway Harbin Bureau Group Co.,Ltd.and the local railway lines of Heilongjiang Province in China.The identification mechanism was refined and quantitatively analyzed and judged.The calculation results show that:(1)6 pairs of ordinary speed passenger trains served by Harbin Bureau Group Co.,Ltd.are belong to public welfare transportation services,and the mechanism for identifying China Railway public welfare transportation services proposed in this thesis is initially feasible through practice verification;(2)According to Heilongjiang Province 2013-2017,the passenger and freight operation data and financial revenue and expenditure of local railway lines were judged based on the identification mechanism proposed in this thesis.It further verifies the feasibility of the proposed identification mechanism of China Railway public welfare transportation lines.At the same time,preliminary suggestions were made to improve the existing China Railway public welfare transport subsidies.Finally,it puts forward the formulation of relevant content of China Railway public welfare transportation in the corresponding laws and regulations,and the government departments with professional capabilities clarify the definition,identification mechanism,implementation method and supervision system of China Railway public welfare transportation.14 pictures,25 tables,65 references.
