Industrial architecture is based on the impetus of China’s industrial revolution,which is gradually declining due to the adjustment of industrial structure and the advancement of urbanization process.The public welfare reuse of old industrial buildings fully preserves its historical civilization and has significant social and cultural benefits.At present,the public welfare reuse of old industrial buildings has become a trend,and the lack of government funds has caused the project to run aground.Therefore,how the government subsidizes such projects to encourage developers to participate in investment and promote project progress has become an urgent problem to be solved.This paper studies the government subsidy mechanism of public welfare reuse projects of old industrial buildings.On the basis of extensive investigation and in-depth practice,this paper first analyses the existing problems of public welfare reuse projects of old industrial buildings,and expounds the necessity of government subsidies for such projects.Then it introduces the design basis of the government subsidy mechanism.By analyzing the interest relationship between the government and the developers,it establishes the game model of the two,studies the impact of key factors such as the cost of the project invested by the developers and the comprehensive benefit of the project on the government subsidy mechanism,and then gives the optimal subsidy decision-making and feasible subsidy interval of the government.When estimating the project cost,we collect the relevant data and information of the project cost,and use the BP neural network method to put forward the model of the project cost estimating to estimate it.When evaluating thecomprehensive benefit of the project,we set up the comprehensive benefit evaluation index system of economy,society and environment.On this basis,we apply the extension theory to establish the extension superiority degree.The comprehensive benefit evaluation model of the project is used to evaluate it.Then,combined with the game results,the specific calculation method of subsidies is given by quantifying the basis of government subsidies,and the method is dynamically adjusted to facilitate the realization of the project government subsidy mechanism.Finally,taking the public welfare reuse of a power plant in Shanghai as an example,this paper studies the government subsidy under the operation mode of government subsidy and developer investment transformation,and verifies the rationality and feasibility of the relevant theories and models in this paper.The research results show that the subsidies provided by the government to developers are positively correlated with the project cost and the comprehensive benefit of the project under the condition of maximizing the social benefit of the public welfare reuse project of the old industrial buildings.The calculation method of government subsidy amount and the safeguard measures of the practice of government subsidy mechanism are also given.The research results provide a theoretical supplement and practical guidance for further improving the design of government subsidy mechanism for public welfare projects.
