Research On The Evaluation Of Completed Resident Emergency Congregate Shelter

During the disaster period,the construction of disaster mitigation emergency congregate shelters can effectively respond to various disaster events,provide basic living space and concentrated rescue space for evacuees.Most cities in China have practiced the construction of disaster mitigation emergency congregate shelters.But,there are still many unreasonable and unsafe phenomena,which is likely to cause the waste of public resources,or even hurt the evacuees.Therefore,the research on the evaluation of completed resident emergency congregate shelters is an urgent problem to be solved.Disaster mitigation emergency congregate shelters can be divided into three types: central,resident and emergency according to national standards.Among them,resident emergency congregate shelters are highly practical,have a large number,and have a large room for improvement.First,the relevant theories related to the evaluation of resident emergency congregate shelters are explained,including the basic concepts and functions of disaster mitigation emergency congregate shelters,evaluation index system,summary analysis of comprehensive evaluation theory methods,fractal evaluation theory.Second,based on relevant national standards and expert survey opinions,construct the evaluation indicators with four parts: emergency function,emergency traffic,emergency support,and emergency management as the criterion layer,and 8 qualitative indicators and 7 quantitative indicators as the indicator layers.Third,the combination of subjective and objective hierarchical entropy weights is used to calculate the evaluation index weights,and an objective and information-free fractal evaluation model is established based on fractal theory.Then,select 6 established resident shelters in different regions of my country to carry out empirical research.At last,based on the comprehensive evaluation results,targeted improvement suggestions are proposed.Figure 14;Table 30;Reference 57...
