Building roads is the first step on the way to wealth.Poverty alleviation in rural areas needs good transportation conditions to support it.To this end,the Ministry of Transport of China puts forward the "two links" indicator.Conditioned villages construct hardened road and get bus passed by.By the end of 2019,99.5%of conditioned village in the country have buses.However,rural passenger in some areas is in low demand density,corporate profits are meager,and the local government only has limited ability to support.All of these result in the deadlock of rural buses "opening,large losses,and unsustainable".Just like rural passenger transport,there are also difficulties in rural express.Most express companies only carry out network layout in towns with convenient transportation,and village-level distribution services are missing.This cannot meet the growing logistics needs in rural areas,and has an adverse impact on improving the living quality of rural residents and the development of the rural economy.In order to expand the business scope of rural passenger transport companies,increase their profit,and reduce transportation costs,this paper proposes a strategy of village-town buses running express delivery.That means not only village-town buses run express delivery,but also applying flex-route pattern at high transport demand,fixed-route pattern at low transport demand.The objective of the strategy is to ensure the sustainability of rural passenger transport services and to meet the travel needs and logistics needs of villagers.From the perspective of village-town bus companies,with the goal of maximizing the profit of the companies,setting constraints of path,time,capacity,etc.,this paper respectively establishes a fixed-route model and a flex-route model of village-town buses running express delivery for different levels of transport demand.A tabu search algorithm is designed to solve the two models.The actual data of Caoba town,Mengzi City,Honghe Prefecture,Yunnan Province was applied to the constructed models for the design of village-town buses route in the Caoba town.The vehicles number,average round-trip time and single-day profit of village-town bus companies are selected as evaluation indicators,to analyze the impact of the departure frequency,route mode,and business scope on route plan with different transport demand levels.The analyze help to verify the effects of express delivery service and flex-route transit,and to prove the effectiveness and feasibility of the models and algorithm.Finally the bus scale and route plan of the village-town bus in Caoba Town are confirmed according to the analysis results.This dissertation includes 35 figures,18 tables and 60 references.
