Study On The Supply Of Rural Passenger Transport Based On The Perspective Of Government Function

Promoting the equalization of public services between urban and rural areas is an important part of achieving shared development.Under the current situation of the development of urban public transport in China,the popularity of high-speed rail,public transportation,and public bicycles has greatly satisfied the travel needs of urban residents and made people's travel more unimpeded.However,on the other hand,there are capillaries extending from the cities to the countryside.-The development of rural passenger transport is not satisfactory.With the rapid development of rural economy and the acceleration of urbanization,the demand for travel of rural residents is also increasing.Compared with cities,rural passenger transport has long been in a state of imbalance between supply and demand and has become a shortcoming in the passenger transport market.Increasing the supply of rural passenger transport is not only a solution to the difficulties of rural residents in travelling,inconvenience of travel,but also the only way to promote the equalization of public services and the realization of rural revitalization.In this paper,taking the example of Yaodu District,the study of rural passenger supply from the perspective of government functions is conducted.In the introduction,the theory of public products is used to define the characteristics of the quasi public goods of rural passenger transport,and the basic functions of the government in providing rural passenger service are clarified.Then,we analyze the current situation of passenger transport in Yaodu area,and start from two aspects: the present situation of passenger coverage and the satisfaction of rural residents to the existing passenger services.The coverage of passenger transport covers the rural coverage according to the current bus and class line passenger transport;the second part of the satisfaction analysis of rural passenger service,including the satisfaction analysis of bus and bus,and the two contents of the survey of the passenger travel demand in the uncovered area.On the satisfaction analysis of bus and bus,the index system of satisfaction evaluation of rural passenger service is set up first,then AHP(analytic hierarchy process)is used to assign weight value to each index.Then questionnaire survey is carried out,and the results are collected and the final weighted average method is used to calculate the satisfaction score and total score of each index.The result shows that the satisfaction degree of passenger service to bus and shuttle bus is general.The third part analyses the problem of rural passenger transport,which is manifested in three aspects: weak operating basis,lack of operation management,and ineffective operation guarantee,and analyses the reasons for the lack of government functions.At last,after combing the experience that can be used for reference for the development of rural passenger transport at home and abroad,this paper puts forward the strengthening suggestion of government function to improve the supply of rural passenger transport.It is believed that the government should speed up the construction of the infrastructure for the development of rural passenger transport,adjust the input of passenger service according to the market demand,increase the financial support for the rural passenger transport,and create the financial support for the rural passenger transport.The operation mode of new rural passenger transport strengthens the supervision of passenger service quality and passenger transport market.
