Research On Operation Management Of EPC Project Consortium Led By Design Institute

Over the past 20 years,the EPC has been supported by the national policy and widely accepted by the enterprises in the industry for its characteristics of overall planning,resource integration,integrated management and coordinated operation.With December 2019,"EPCM for housing construction and municipal infrastructure projects",it marks the official EPC into the historic "first year".The document promotes the design and construction of the joint approach.The introduction of this official document is bound to trigger a new round of design and construction enterprises of the tide.However,the temporary merger of two or more enterprises with different cultural background,main business and mode of doing business will inevitably lead to this or that non-integration problem.At the same time,as the leader of the consortium,the Design Institute will cause special management difficulties because of its own limitations.Based on this phenomenon,this paper carries out the research.Through the comprehensive use of Literature Review,questionnaire and expert interviews related ideas and research methods,the EPC project consortium led by Design Institute as the main research object,on the basis of literature research,the data collected by questionnaire survey were analyzed statistically and hierarchically,this paper analyzes and integrates the important influencing factors of the EPC project consortium led by the Design Institute in the preparation period,the establishment period,the implementation period and the post-evaluation period of the consortium,forming the index system of influencing factors.And the study of the "Life Cycle" of the complex Operation Management System Theory,the complex into an "industrial chain"-type Operation Model for research.The paper puts forward four major and 11 minor constructive management suggestions and management methods,and takes full account of the current situation and actual needs of the development of the EPCM,so as to make the management suggestions as universal and targeted as possible,and through the case analysis positive confirmation.This paper focuses on the operation and management of the EPC project consortium,through the study to provide management ideas and operational management methods for the reasonable operation of the EPC project consortium led by the Design Institute,the consortium can play a real role through reasonable operation,so as to give full play to the advantages of EPC general contract and promote the sustainable development of EPC project.At the same time,it also provides some help and reference for design institute to open EPC general contract business in the future.
