As a living cultural heritage of the city,the protection and utilization of historic district bear multiple responsibilities such as heritage protection,style maintenance,improvement of peopleundefineds livelihood,cultural heritage and so on.With the rapid growth of economy and the gradual infiltration of western consumption culture,the preservation and renewal of historic district with the characteristics of consumption culture are becoming more and more popular,because it not only revives the vitality of historic district,but also obtains wide recognition and dissemination of culture.And bring greater economic benefits.But on the other hand,there are many questions about the protection and renewal of historic district,such as the destruction of heritage,over-exploitation,loss of authenticity,"hollowing" and so on.It is necessary to construct a scientific and objective evaluation system and model for the protection and utilization of historic district in order to comprehensively evaluate the status of protection and utilization of the historic district that have been implemented at present under the condition of the coexistence of praise and doubt.On the basis of studying the theory of heritage value,the theory of utility and the theory of post-use evaluation,this paper defines the evaluation objectives of conservation and utilization of historic district,and obtains the comprehensive value composition to be realized in the protection and utilization of historic district.The paper obtains the index to measure the realization degree of protection and utilization value of historic district,determines the post-use evaluation flow and operation method of historic district,and finally constructs the evaluation system of protection and utilization of historic district based on value realization.In this paper,three typical historic districts with mature development in Jiangsu Province,Laomen East Camp,Dongguan Street and Pingjiang Road,are selected as research cases,and the methods of field investigation,literature research,image content analysis,comparative analysis and questionnaire survey are adopted.This paper makes a comprehensive investigation and analysis on the historical and cultural utility,artistic aesthetic utility,use utility,economic utility,social utility and emotional utility of the protection and utilization of each historic district.In this paper,the comprehensive evaluation results of protection and utilization of three historic districts are obtained by using the evaluation method of protection and utilization of historic districts based on the realization of comprehensive value.The main problems are as follows: 1)there is a big gap between the implementation effect and the planning goal of the protection and utilization of each historic district;2)the degree of protection of historical and cultural value is lower as a whole;3)the social influence of historic district protection and renewal is negative,social fairness and security are difficult to be guaranteed;4)usersundefined satisfaction and recognition to the block are not high.The main causes of the problems are as follows: 1)the conservation planning of historic district is lack of scientific and continuous ability to guide and control;(2)the protection and renewal of historic district is single-handed,fast-moving and one-size-fits-all;3)the protection and utilization of historic district fall into the dilemma of "the third consumer society".Finally,based on the analysis of the evaluation results,the author points out that the Pingjiang model is a suitable protection and renewal model for the protection and utilization of historic district,and puts forward some suggestions in the aspects of planning preparation,renewal implementation and social development.
