Study On The Evaluation On The Implementation Of The Master Plan Of Dalian Piyang Central Industrial Zone And Countermeasures

The development of the city and the construction of the city should be based on the overall urban planning.It guides the direction of urban development,controls the scale of urban construction,and carries out land use planning according to the development needs of the city,and coordinates the layout of urban space to achieve the goal of urban development.When general secretary Xi Jinping inspected Beijing’s urban planning and construction,he pointed out that "urban planning is in the city".It plays an important leading role in development.At present,the work of planning in China pays more attention to the preparation of planning and often ignores the evaluation of planning implementation.The master plan of Dalian piyang Central Industrial Zone(2012-2030)has been implemented for nearly 7 years since it was compiled in 2012.During this period,due to changes in policies and regulations and changes in development findings,some of the contents of the master plan are inconsistent with the actual situation.Through the evaluation and analysis of the implementation,this paper aims to revise the master plan of the industrial zone and the next round of master plan.The compilation provides data and theoretical support,which can better meet the development needs of the industrial zone and strengthen the guiding role of the planning for the implementation of the plan.This paper selects the most suitable evaluation system for the overall planning of the industrial zone,collects relevant materials and data,evaluates the implementation of the overall planning of the Central Industrial Zone,respectively from the public facilities,by consulting the relevant literature at home and abroad,drawing on the excellent theoretical and practical results,and combining with the development and current situation of the central industrial zone itself.Quantitative analysis and evaluation are carried out for the implementation of space and the scale development of social humanities and economy.However,due to the particularity of its content,the evaluation of planning and operation policies and mechanisms will still be based on qualitative methods.Through the evaluation and analysis,it is found that the implementation of the planning of Dalian piyang central industrial zone is qualified,which ensures the smooth progress of the overall planning.However,some problems are also found in the evaluation process,such as the incomplete policy system,and the coverage rate of zoning planning and control planning is low.The management and supervision mechanism of planning implementation is also relatively backward;the implementation of planning space has not fully reached the goal,especially some public service supporting facilities.Through the analysis and evaluation results,the overall planning operation of the industrial zone is stable,but there are still deficiencies.Based on the analysis,the author puts forward several suggestions from the aspects of the overall planning,the planning implementation process,the industrial zone system and mechanism,and the improvement of public participation,such as improving the quality and level of planning preparation,improving the system guarantee of planning implementation,improving the mechanism system of planning implementation,strengthening the public participation in the planning formulation and implementation,so as to ensure the smooth implementation of the overall planning.
