Facing the extensive expansion of construction land and adhering to the principle of intensive conservation,we can reasonably control the intensity of land use development,which can better achieve the unification of environmental,social and economic interests.Residential land accounts for about 30% of some large cities,and its development intensity affects both land input and output benefits,as well as people’s lives and urban environmental quality.The report of the 19 th National Congress of the Communist Party of China clearly pointed out: "Socialism with Chinese characteristics has entered a new era,and the main contradictions in our society have been transformed into contradictions between the people’s growing needs for a better life and the development of inadequate imbalances." In the face of the growing needs of the people’s growing good life and the integration of urban and rural areas,it is necessary to carry out research on the management of urban residential land development intensity,to scientifically set the intensity of urban residential land development,and promote the intensive use of urban and rural land resources.It is of great significance to achieve “smart growth” in urban and rural areas.As an important central city of the country,Guangzhou has entered the stage of urban development with its connotation enhancement.It has become a reality that there are fewer people and less land.In order to solve this problem,it is of great representative significance and practical significance to study the district management and control of urban and rural residential land development intensity in Guangzhou.Based on the consistency of upper and lower levels of planning in Guangzhou and the experience of domestic and foreign guideline on urban residential land development intensity zoning,this paper focuses on the characteristics and influencing factors of urban and rural residential land development intensity in Guangzhou.On this basis,a benchmark zoning model is constructed to delineate the strong development of urban and rural residential land in Guangzhou.In view of this,this paper puts forward some suggestions and implementation suggestions on the guidance of the zoning management and control of the intensity of urban and rural residential land development in Guangzhou.Through analysis and research,the main conclusions are as follows.First,the total amount of urban and rural residential land development in guangzhou is relatively adequate,accounting for a reasonable proportion of the city’s total construction.The total construction amount of residential land accounts for 58% of the total construction amount,which is at a reasonable level compared with similar cities.Second,the development intensity of urban and rural residential land in Guangzhou is obviously affected by location conditions,plot size,development form and rail transit,and is not sensitive to the distribution of land price and public service facilities.Three,through the construction and evaluation of the benchmark zoning model,five evaluation objectives are set for the total balance of residential land,occupational-residential balance,environmental priority,subway guidance and regulatory differences.The development intensity of urban and rural residential land in Guangzhou is divided into three zones: high-intensity development zone,medium-intensity Development Zone and medium-intensity development zone.Four,according to the development intensity index of Shanghai,shenzhen,wuhan and other cities in China,the base plot ratio of urban and rural residential land in guangzhou is determined by the combined method of "total distribution method" and "acceptable strength method".Living in the first district,the base volume rate is 3.5,and the limit volume rate is 8.0.Residential area 2,base plot ratio 2.8,limit plot ratio 6.0;Living in three areas,the base plot ratio is 2.0,and the limit plot ratio is 3.0.Finally,through the demand and bearing capacity check analysis of urban and rural residential land development intensity control is carried out,and it is found that the intensity zoning and index scheme can meet the construction demand in 2040,and some margin control is left,which is basically reasonable;It is 660 m2,which is basically consistent with the predicted value,and is basically reasonable.The residential base strength value measured by the decomposition prediction construction quantity is basically consistent with the reference volume ratio of the strength partitioning scheme proposed in this paper.The strength partitioning reference volume ratio proposed in this paper is basically reasonable;Based on the overall level and local level,the traffic capacity check is carried out.It is considered that the existing control regulations are optimized in terms of land development intensity and layout,the proportion of residential land is optimized,and the overall level of employment is more reasonable.The layout of land is optimized and internal travel is optimized.The proportion is increased;the development intensity is more coordinated with the track facilities,the track coverage rate and the track travel ratio are improved,reflecting the concept of "TOD" development.
