Hills are a kind of terrain and geomorphic feature in the transition from mountains to plains.They are widely distributed in the south of China,accounting for about one tenth of China’s total land area.There are many small and medium-sized cities with the characteristics of hills in this area.In recent years,with the continuous improvement of urbanization level,small and medium-sized cities in hills are developing and constructing,Due to the lack of scientific and reasonable control and guidance of control indicators,the excessive pursuit of high-intensity development and high-efficiency allocation of land,on the one hand,the pleasant "mount ain water city" spatial pattern of the city has been damaged,the environmental quality has been reduced,the contradiction between human and land has continued to grow,and the regional features of hilly cities have been lost,on the other hand,the mode trend of extensive disorder,large-scale demolition and construction has been lost It violates the requirements of ecological civilization construction and sustainable development goal advocated by the state.Under the background of "controlling quantity a nd improving quality" construction of new urbanization,it is necessary to conduct in-depth research on the intensity control of land development in small and medium-sized cities in hills,better grasp the mobility and implementation of planning and contro l,effectively avoid blind incremental expansion of cities,and emphasize rational inventory construction of cities.Based on the above considerations,under the guidance of the research idea of "put forward the problem,analyze the problem,solve the problem and verify the case",this paper first determines the necessity of determining the level of land development intensity reasonably by taking the land development intensity zoning as the research object and the small and medium-sized cities in hills as the research scope,and puts forward the purpose,significance,relevant concepts,research contents and methods of this paper As well as the research technology route has made the system elaboration and the summary.Then,on the basis of literature rev iew and practical experience at home and abroad,this paper summarizes the shortcomings and references of current land development intensity zoning research,looking for the starting point of this paper.Secondly,based on the regional characteristics of h ills,this paper systematically analyzes the unit division,numerical control,influencing factors and existing problems of land development intensity of small and medium-sized cities in hills.It is found that the natural elements of hills such as river s ystem and hill slope mainly act on the division of land development intensity level from the perspective of urban three-dimensional spatial form construction,so as to form the subsequent intensity zoning model The construction of the foundation.Then,sta rting from the overall level of the city,the block is selected as the basic unit of the study.Based on the principles of systematization and operability,Delphi expert scoring method and AHP analytic hierarchy process are used to screen,quantify and cal culate the impact factors of land development intensity,analyze the specific mechanism of single factor and the coupling relationship between them,and rely on Arc GIS software Based on the multi factor superposition analysis,a land development intensity control system with the core content of "intensity regionalization benchmark model-intensity regionalization correction model-intensity regionalization model index quantification" is constructed by combining qualitative and quantitative methods,It is applied to the management and determination of plot ratio index within the planning research scope,providing necessary and sufficient theoretical basis for planning decision-making.Finally,taking Xupu central urban area as an example,combined with the specific construction situation and the upper planning requirements,the applicability of the land development intensity zoning model is verified,and the overall intensity control indicators are connected and implemented from top to bottom.Finally,the i ntensity level control indicators of different types of construction land are obtained to shape the urban spatial pattern suitable for urban development Other hilly cities provide reference.
