Most of the planning systems in developed countries are endogenous to their specific social management systems,while most of the late-developing countries,including China,are introductory,that is,the most effective part of the planning system in developed countries.Therefore,one of the key points for the development and improvement of China's planning system is the effective integration of the contents of urban planning systems in these developed countries with their own social and economic governance systems.Canada assimilates the different characteristics of the planning systems of Britain and the United States.After more than 100 years of development,it has formed a planning system with its own characteristics and efficiency.In recent years,under the influence of deepening globalization,especially under the new "global-local" governance framework,its planning system shows some new trends and also faces new challenges.This paper summarizes the main characteristics of Ontario's urban planning system,and further explores the challenges it faces in the era of globalization,especially in the framework of "global-local" governance,as well as some improvements,hoping to provide some reference for the reconstruction of China's planning system.The article is mainly divided into three parts:The first part is the theoretical basis and theoretical basis of this article,which is divided into the first and second chapters.The first chapter mainly introduces the research background,research significance,research object and research framework.Chapter 2 reviews the research on Canadian planning system,global-local governance and spatial planning at home and abroad.The second part is the main part of this article,which is divided into three,four,five and six chapters.Chapter 3: The status quo of Ontario's planning system under the pattern of "strong province and weak city".This chapter mainly combs the framework and content of Ontario planning system in Canada,and summarizes the main characteristics of Ontario planning system.Chapter IV: Challenges to Ontario's Planning System under Global-Local Governance.This chapter finds that under the framework of "global-local" governance,Ontario's planning system is facing challenges such as provincial government's difficulty in overall planning and development,and local government's planning power and autonomy are limited.Chapter IV: Recent trends in Ontario's planning system.In response to the challenges faced by the planning system of Ontario in Chapter III,this paper collects and summarizes some new trends of Ontario planning system to meet the challenges,including the transformation of Ontario Municipal Council to the local planning appeal court,the construction of "the second residential unit" and so on.Chapter VI: Enlightenment to the development of China's territorial spatial planning system.In this chapter,we try to summarize the parts that can be used for reference from the planning system of Ontario,combining with the reality of the reconstruction of our country's territorial spatial planning system.The third part is the conclusion.Mainly combed the main conclusions of the paper,research deficiencies and follow-up direction.
