After decades of rapid development,China's urban water supply pipe network has been very large,and it is also facing urgent problems such as the aging of the pipe network,the increasingly backward pipe,and the increasingly serious leakage.However,there is still no standardized transformation plan and schedule management system..The water supply enterprises have different levels in the management level of the network transformation project,and can not even meet the social and sustainable development requirements.This paper will use the schedule management theory to provide implementation plans and recommendations for the old water supply network project planning and schedule management,and establish an economic benefit assessment model to analyze the project's economic,social and project benefits.First,taking the actual project schedule management as an example,the company's pipe network transformation project from 2017 to 2020 is progressing very slowly.The first phase(2017)has been out of 8 months and has only completed 83% of the plan.the average working time was delayed by 146%.The second to fourth phases(2018-2020)were not carried out as scheduled.Secondly,using the schedule management plan technical route to construct a scientific schedule,the single-phase project has an extensive management plan of2 months ahead of schedule.Then,using the deviation analysis method and the causal fish bone map method to accurately find the three most important factors affecting the progress:lack of adjustment and response mechanism,lack of coordination and coordination core,and insufficient personnel experience.According to the problem and the reason,the project is optimized and adjusted based on the critical path method,so that the overall project is completed 1.2 months ahead of time,and the establishment of dynamic monitoring system,PDCA management method and related safeguard measures are proposed..Finally,in order to solve the problem of economic benefit assessment,three factors including leakage control benefit,maintenance benefit,and water fee increase benefit.and the construction cost constitutes a mathematical model.After calculation,the construction cost is 94.724 million.Yuan,the overall return period is 11.2 years,the profit of 98.89 million can be realized in the whole life cycle,.The benefit of the project period is calculated according to the model.The benefit of the project will be 5,752,200 yuan for delay of 1 year.If optimizes the plan,it is quite in the creation of a benefit of 690,200 yuan,and ultimately achieve a win-win situation of economic and social benefits.Through the research of this paper,the planning and management problems of the J company transformation project will be solved,and the management level will be improved,and the reference for such pipe network transformation project will be provided.
