Study On The Performance Evaluation Of Expressway Project Based On PPP Mode

In recent years,the promotion of PPP mode has achieved remarkable results in China,and PPP project in the infrastructure field has been implemented nationwide.In order to standardize the PPP project and give full play to the social and economic effects of this mode,PPP manage departments have increased their attention to the whole process control and performance management of PPP projects,and gradually strengthened the supervision and assessment of PPP project performance.What's more,some research achievements and practices in the performance evaluation of PPP projects have been made implemented.However,the current documents and researches on PPP performance evaluation are still lack of project integrity and industry specificity.It is extremely urgent to establish a complete and operable PPP performance evaluation mechanism.Therefore,based on the key practice area of PPP mode in infrastructure construction,this paper attempts to construct a performance evaluation index system of expressway PPP projects under the whole life cycle,and designs a set of performance evaluation model to provide new ideas for the performance management of PPP.Firstly,this paper analyzed the domestic and foreign research status and related theoretical basis of PPP project performance evaluation.By sorting out the literatures related to PPP model application,project performance evaluation and PPP project performance evaluation in researches,the existing research results and deficiencies are summarized.By introducing the concepts of PPP mode and performance evaluation,the connotation,subject and object,evaluation principle and evaluation period of PPP project performance evaluation are clarified.At the same time,it explained the connotation of stakeholder theory,performance management theory,whole life cycle theory and other basic theories on which PPP project performance evaluation is based.Secondly,through the process of performance indicators identification,screening and optimization,this paper finally constructed the performance evaluation index system of expressway PPP project from the perspective of whole life cycle.This system is divided into four dimensions: project input,project process,project outcome and project impact.Under these four dimensions,the system also contains 7 first-level indicators and 30 second-level indicators of performance evaluation.Subsequently,this paper used the fuzzy matter-element analysis method to construct the performance evaluation model of expressway PPP project.The evaluation model first uses TFAHP to determine the weight of each performance evaluation index,then establishes the fuzzy performance matter element,calculates the classical domain and section domain of performance evaluation,and defines the matter element to be evaluated.Then determine the correlation function and calculate the correlation degree of each performance indicator.Finally,determine the performance level of indicator layer,dimension layer and overall project layer according to the correlation degree result.In order to verify the scientific and feasibility of the performance evaluation model,this paper selected an actual expressway PPP project for empirical analysis.Finally,this paper comprehensively analyzed the current research and application situation of PPP performance in China,puts forward some suggestions to improve the expressway PPP project performance from four perspectives according to the PPP performance evaluation index system and performance evaluation model constructed above.
