The Research On Performance Evaluation Of Highway Cost Management Based On The Fuzzy Matter-element

With the constant improvement of market economic system, the model of cost management has become the government control prices, market pricing, and company bidding, which further requires the development of the project cost management to improve service levels, service awareness, and industry guidance capacity. The whole process of cost management gradually standardized, transparent, sunlight, will greatly improve the social credibility of the project cost management, and government cost control under the guidance of the concept is conducive to optimizing the whole society the largest allocation of resources to promote sustainable development in highway construction. Thus the proposed highway project in the final acceptance stage to completion and acceptance of government organizations as the main committee to the owners made in the acceptance of project cost management and control of the relevant for the evaluation of the object, the establishment of key performance indicators based on the Highway Cost management performance evaluation system, and use mathematical models for the evaluation of its performance.Through the comparative analysis of domestic and international cost management to analyze the faced limitations of project cost management in our country, and propose the improvement and perfection in our cost management system, and then propose the trends of the functions on the conversion cost management to government departments as the main body, lead to the necessity and urgency on the scientific evaluation of owners implemented on the cost management performance which government departments organized;Combined with the status of road cost management, through analyzing the main impassive factors of road construction cost management, the paper built on performance evaluation index system for the road cost management to the implementation of the owners based on the theory of knowledge, and made the evaluation criteria to the various indicators of system and demonstrate the feasibility of index system; Quoted the concept of fuzzy matter-element to construct the evaluation of highway cost management performance assessment model based on fuzzy matter-element theory, and take the LuoFu expressway for example, evaluate the cost management performance of owners using this evaluation model, and got its comprehensive performance horizontal level.This study suggested the performance evaluation which provided a favorable regulatory role of the theoretical basis to our government department on highway projects cost, and so the research has theoretical and practical reference guide.
