Study On Risk Management Of Public Projects Guarantee Of Guangzhou Government

The guarantee system of public projects is the product of the development of guarantee system and engineering construction industry to a certain stage,and it is also the inevitable requirement of the development of market economy.It has important practical significance for standardizing the transaction behavior of the project participants,preventing and resolving the risks of public projects,and ensuring the quality and safety of public projects.However,in the past,the guarantee behavior in the form of deposit and engineering insurance has brought huge financial pressure to the construction enterprises.At the same time,it often brings problems such as the project quality is not up to standard,the wages of migrant workers are in arrears,and the enterprises break the contract and run away.In order to solve this problem,the Ministry of housing and urban rural development issued the guiding opinions on accelerating the implementation of the project guarantee system in July 2018,which proposed that by 2020,the replacement rate of all kinds of security should be increased by 30%.This measure will help the construction enterprises release more available funds,reduce their own burden,ensure the quality of the project and the payment of migrant workers’ wages,and comprehensively promote the project guarantee system.However,as a tool to control the risk of project construction performance,the project guarantee also faces some new risk problems in the process of pilot and promotion,such as imperfect guarantee market,insufficient performance capacity,and lack of supervision system.There is obvious deviation between the actual policy implementation effect and the system expectation,which also poses a new challenge to the government how to carry out the project guarantee risk management and achieve the expected system goal.In this context,in July 2019,the Ministry of housing and urban rural development and other departments issued the guiding opinions on accelerating the implementation of engineering guarantee system in housing construction and municipal infrastructure projects,and pointed out that it is necessary to "comprehensively improve the risk assessment,risk prevention and control ability of the engineering guarantor,and effectively play the role of engineering guarantee" Guangzhou is the most advanced city in the reform and opening up,with a solid economic foundation and a huge amount of projects under construction every year.The implementation of the new system of public projects guarantee is particularly important.Therefore,under the new policy requirements,compared with the traditional project guarantee based on cash deposit,this paper studies the risks of the project guarantee activities in the new form represented by guarantee,the difficulties of the local government in risk management,and how to prevent and control the risks through the system design,it is of great practical significance to explore the benign interaction mode among the government,the guarantee subject and the construction enterprise,and implement the public project guarantee system to achieve the expected goal.Based on the domestic and foreign research review and related theoretical analysis,combined with the problems and current situation of Guangzhou municipal government public projects guarantee risk management,this study respectively designs interview outlines for the management department,banking department and construction unit of Guangzhou municipal government.Through in-depth interviews and case studies,this paper classifies and summarizes the risk management problems and causes from different subjects.It is found that there are some problems in the risk management of public projects guarantee: the cognition of the value and risk of guarantee is biased,the ability of pre-warning risk is insufficient,the level of information sharing is low,and the ability of comprehensive decision-making is lacking afterwards.Based on the excellent experience of domestic and foreign project guarantee system,this study puts forward countermeasures and suggestions to improve the risk management of public project guarantee of Guangzhou municipal government from four aspects of system,technology,organization and concept.It mainly includes: establishing and improving the market credit system,and implementing the public projects guarantee verification system.Improve the government’s information management and control ability,and establish an electronic guarantee service platform.Clarify the relationship between responsibilities and rights,and strengthen the coordinated governance of multiple subjects.Establish the awareness of performing the contract and keeping faith,strengthen the education of public projects guarantee risk prevention and control,and innovate the way of government supervision.Strengthen the diversification and full process of risk prevention and control means.
