With the rapid advancement of industrialization and urbanization the development of the real estate industry has led to the continuous development of the construction industry.While promoting the continuous development of the economy and society,it has also spawned many social problems,and these social problems are accompanied by long-term intermittent,for example The wages of migrant workers in the construction industry are in arrears.At the end of the year and the beginning of the year,due to the irregular payment of wages in the construction industry,migrant workers can’t get wages.The hard-earned money of one year can’t be implemented,resulting in a huge psychological gap.In the scene of the shocking scene,migrant workers climbed the poles to get paid,gathered banners to gather at the government gates,and even threatened public officials by jumping off the building and other methods that jeopardized their personal safety.They used this extreme method to get paid.It proves the huge hidden dangers of wage arrears in the construction industry,which reflects that the industry still has a lot of problems in the payment of wages and related emergency response mechanisms.What causes the accumulation of many years but it will lead to group or individual biased wages every year.What happened?Why is it that the government’s efforts to deal with it every year are still noteffectively alleviated? How to control this staged problem is the difficult problem we need to solve now.The development of society is inseparable from the construction industry,and at the same time it is inseparable from migrant workers.They are the mainstay of urban construction.Therefore,solving the most basic life problems will not solve the problem of wage payment.The peasant work is a social group unique to Chinese society.On the one hand,they come from the countryside.On the one hand,they contribute to the urbanization.However,in the process of urbanization,the social structure of the urban-rural dual system makes the dual status of migrant workers not They are recognized,their identity appears to be awkward in today’s society;as for the construction industry,because of the complexity of its industrial structure,it involves construction units,construction units,business subcontracting,and even the contractor who appears in the case of illegal subcontracting.In any part,the project or salary will be absent,and the salary arrears will happen naturally.To solve the problem of unpaid wages in the construction industry,there are both social development factors and industry normative factors.It is also urgent to solve the problem of unpaid wages with far-reaching social significance.Therefore,this paper combines the specific conditions of the wage payment of migrant workers in Haiyan County,Zhejiang Province,and analyzes the current policies and related countermeasures of the county,using literature analysis,case study,investigation and analysis,etc.,combined with responsible government,Theoretical research on honesty and credit,and put forward a new idea to optimize the wage security system for migrant workers in the construction industry and solve the problem of wage arrears.Based on the author’s relevant work experience in the human society department,this paper introduces the current situation of the unpaid wages in the construction industry in Haiyan County,and specifically analyzes how the relevant administrative departments use administrative means to solve the problem of wage arrears of migrant workers in the construction industry.The rationality of the policies exists.And the problem,from the perspective of government governance,propose measures toimprove the wage payment guarantee system for migrant workers in the construction industry,including improving the construction industry system,improving the supervision mechanism,improving the wage payment guarantee system,and improving the wage payment mechanism to optimize the building.The purpose of paying off the management of wages in the industry and improving the wage payment guarantee system of the construction industry has important practical significance for maintaining the legitimate rights and interests of workers in the construction industry and promoting the healthy and orderly development of the construction industry.
