The Research On The Application Of Pricing Mechanism Of Power Transmission And Distribution Divided By Fractional Voltage Class In S Province Under The Background Of New Electric Power Reform

As the basic industry of national economy,electric power industry plays an important role in guaranteeing the stable development of our social economy.As the price of power commodity,electricity price usually reflects its value as well as strong political attribute.For this reason,the electric power industry of all countries in the world is under strict supervision of the government,and as a means of national economic macro-control,the price of electricity in China also shows a strong policy regulation attribute..In the new round of power system reform,the reform path of "control the middle and open the two ends" is clearly put forward.As the middle link of the whole power industry price chain,transmission and distribution price naturally becomes the core and focus of research in the new power reform process.At present,China is still in the early stage of transmission and distribution price reform.Although the provincial transmission and distribution pricing mechanism has been initially established,and the income model of power grid enterprises has been gradually changed from the price difference of purchase and sale to "permitted cost plus reasonable income",but the problems such as the transmission and distribution price of sub voltage level and cross subsidy of policy price have not been solved properly.Simply verifying the transmission and distribution price of provincial power grid can not meet the requirements of the further development of power market.Therefore,it is an urgent need to study and build a reasonable pricing model of power transmission and distribution by different voltage levels to promote the orderly development of the power market.Based on this,according to the relevant experience of mainstream countries,combined with the reality of transmission and distribution price reform in China,this paper carries out research on the pricing method of sub voltage level transmission and distribution.According to the related theory of transmission and distribution cost allocation and pricing,based on the authorized income verification method of "permitted cost plus reasonable income",and according to the classification dimension of voltage level in China,the pricing model of transmission and distribution with different voltage levels is constructed by using the method of“first functional collection of permitted income,and then according to the transmission path of electric energy divided by fractional voltage class”.Finally,the electricity price model is validated by selecting 2016-2018 electricity,cost,income and other information of S Province as a sample.Based on the relevant policies and rules of transmission and distribution price reform in China,combined with the current financial accounting and power statistics mode of power grid enterprises,this paper constructs a relatively reasonable and feasible pricing model of transmission and distribution divided by fractional voltage class under the existing technical conditions,which provides a certain reference for the government regulatory departments to improve the pricing mechanism of transmission and distribution scientifically and reasonably.
