| As inland water transportation development has been raised as the nationalstrategy, the Yangtze River shipping industry is facing new development opportunities,which put forward higher requirements for Yangtze River maritime dynamicadministration. In this situation, Changjiang Maritime Safety Administrationdeveloped electronic patrol system and put it into application for more than two years,receiving remark remarkable result in maritime dynamic administration. Butproblems still exists such as signals are not fully fused and the management needsfurther standardizing.With GIS as the platform, Electronic patrol integrated VTS, AIS, GPS, CCTV,WIS, WILS, and has the function of data automatic acquisition and evaluation andjurisdiction patrol monitoring, key water areas and ship tracking, traffic organizationand maintenance. The characteristics comparing result of electronic patrol,conventional patrol and VTS, confirmed that the function position of electronic patrolin maritime dynamic administration is: in the area without VTS, give priority to withelectronic patrol should be the main tool and conventional patrol could becomplementary; in the area with VTS, VTS should be the main tool and electronicpatrol could be complementary in current time and a period of future, until electronicpatrol developing fully then it could become a unified regulatory approach aftermixing with VTS.The application case study of electronic patrol in Chongqing MSA, Wuhan MSAand Wuhu MSA showed that there were three different administration mode ofelectronic patrol, namely command center mode, marine department mode andenforcement group mode. Each mode has its own advantages and disadvantages andapplicable situations, while relatively, the advantage of command center mode isobvious. In order to study the efficiency of electronic patrol administration model, weproposed a assumption that the maritime administration efficiency improved after theapplication of electronic patrol. There indexes were selected to evaluate the efficiencywith sample of Chongqing MSA, Wuhan MSA and Wuhu MSA. The result showedthat three electronic patrol administration model were effective, and command center mode was more efficient than the other two. Therefore, we suggested that commandcenter mode should be the unified mode.In order to enhance the efficiency of electronic patrol, according to the theory ofrisk management, we divided the regulatory object into key water areas and key ship,and key period of time, and put forward corresponding measure.The innovation point of this article is that we summed up three kinds ofelectronic patrol supervision model by case study, and put forward hypothesis andvalidated it, and then we put forward the categories of key area, key ship and keyperiod based on the application and practice. |
