Study On The Management Of Public Drainage In Kunming City

The existence and development of a city depends on the construction of infrastructure,which is the key of municipal development.It not only affects and restricts the sustainable development of a city,but also directly affects and restricts the survival and development of urban residents.As the capital city of Yunnan Province,the construction and development of drainage facilities in Kunming always do not match the development of the city,and it is difficult to find the problem in daily life.However,when encountering rainy season and rainstorm,the city will have the scene of “looking at the sea in rainy season”.The drainage capacity of Urban Pipelines cannot guarantee the smooth drainage in this case.When excessive rainwater occurs,the drainage capacity is not Enough,rainwater can not be discharged in time,forming urban water logging,affecting residents’ lives,and even causing casualties.Since2008,Kunming has strengthened the management of urban drainage,but until 2019,the problem of urban water logging will still occur in Kunming in the rainy season.On the surface,the problem is caused by the unreasonable layout of urban rainwater and sewage pipe network,the aging and serious damage of drainage pipe network in the old urban area and other reasons.Further research on the deep-seated reason is actually the problem of urban drainage management,which is the only way to solve the problem There have been problems in the rectification.At present,there are still many problems and deficiencies in the urban drainage management of Kunming,which make the urban drainage capacity can not be better developed.Therefore,based on the current situation of urban drainage management in Kunming,this paper studies the existing problems in urban drainage management,that is,the left over problems caused by unscientific and long-term planning in the early stage of construction,the lack of modern water logging prevention and control system;the low capacity of drainage pipe network;the inconsistency of the enterprises in charge of drainage project construction and maintenance;the unclear management mechanism of urban water logging prevention,and the implementation of the main body of management responsibility Based on the analysis of the experience of domestic and foreigndrainage management modes,this paper provides some references and ideas for the drainage management of Kunming city.In view of the existing problems of drainage management in Kunming,we should make a scientific overall planning of drainage to achieve long-term management;clarify the responsibilities of flood control and strengthen the relevant work of urban flood control and drainage;coordinate the organization and strengthen the maintenance and protection of drainage facilities;improve the early warning system and establish the response mechanism of urban emergency zones;improve the existing regulations and determine the regulatory rules and regulations;strictly supervise and maintain the quality Supervision;establishment of diversified supervision mechanism;establishment of public participation platform to encourage public participation in supervision;establishment of watershed management system as a supplement;construction of big data information platform;construction of sustainable drainage pipeline system and other aspects put forward relevant suggestions.
