The Study Of Public Service Facilities In Urban Residential Area

Public service facility in residential area is important facility that to satisfy the resident daily life needs. The public service facility supporting status influenced the convenience for the residents, and impacted the quality of life. Primary educational facility is important part of public service facility in residential area.Since the foundation of our country, a series of standards has been taken out to instruct planning and construction of public service facilities in residential areas, for the purpose of improving the average living standard.Population quantity and population structure are main basis of the arrangement of public service facilities. With development of the society and economy, urban population structure has changed a lot. Average family population number has fallen off, the demand of public service facility become quite different. Although efforts have been taken to adjust the standard of facility arrangement, there is still gap between arrangement of facilities and the need of the resident.The relation between arrangement of primary schools and population structure is the most typical. The author takes the primary schools in Hongkou District in Shanghai as case study. The study was brought out with the purpose of know the need and current situation of the facility arrangement in three levels: firstly, Shanghai and Hongkou District; Secondly, Jiedaos in Hongkou; Thirdly, primary schools. Therefore, the study could be a little reference to study of public service facility arrangement in residential area.The study finds out that since 1990s the population proportion of children of school age has come down obviously, the number of schools and the average number of students in each school has also come down. Although the number of schools can fulfill the population, but most schools' field area and some schools' building area don't meet the standard. The service areas of schools in Jiedao of lower population density have comparatively small coincident parts, and service areas of schools in Jiedao of higher population density have comparatively large coincident parts. Most students of school in Jiedao of lower population density live in the Jiedao area, and in Jiedao of higher population density the number of students living in the Jiedao area is much smaller. The analysis of the questionnaire displays that there is relationship between family population number , family income level, parents' education level and student's going to school status. With the mobilization of transportation and the expansion of school's service area, it is hard the avoid the roads even the main roads running through the service area, and the safety of students' transportation is greatly impacted.
