| In 2018,the Ministry of Natural Resources was established and the spatial planning moved from the relative marginal position of the national governance system to the central position.The preparation of county spatial planning is under study?It is urgent to strengthen relevant basic research.Rural revitalization,new urbanization,and agricultural modernization all require county-level urban and rural space to respond through transformation.The problem of urban and rural space in traditional agricultural areas is the most prominent,but research is relatively rare.Moreover,the shrinking problem in China's urbanization has long been concealed by growth.The single paradigm of growth planning must be changed and the advantage of later urbanization should be used to prevent urban shrinkage in advance.The eastern region of Henan is a typical traditional agricultural area and a typical shrinking area.In recent years,its urbanization has undergone a new situation due to the transformation of rural residential housing concepts,and urban and rural space is in need of corresponding transformation and adjustment.This research uses literature research,field survey,questionnaire interview,qualitative analysis and other research methods,combined with satellite imagery,video imagery,big data,statistical yearbook and other multi-source data,comprehensive use of ArcGIS,ENVI,Excel,SPSS and other software to expand the county Research on urban and rural spatial patterns and their dynamic mechanisms.This study takes the county urban and rural space in the traditional agricultural area of Henan Province as the research object,and takes Yucheng County as an empirical case.Firstly,it analyzes the spatial characteristics and existing problems of the urban and rural three-born space in the agricultural area of Eastern Henan,and finds that there are problems such as hollow village,over-construction in township,and vacantization of houses in county.There are scattered farmland in urban and rural production space.Problems are small-scale,the scattered distribution and low-efficiency enterprises,and the industrial parks are small;the urban and rural ecological space has aggravated water pollution,the water quality is poor,the forest land is highly fragmented,the farmland source pollution is serious,and the pit area is reduced.Secondly,from the pull of the urban-rural gap,the external thrust of modern agriculture,the regulation of the government market,the carrying capacity of the space background and the behavioral decisions of families and individuals,the dynamic mechanism of urban and rural spatial change in the county is expounded.Thirdly,according to the successful cases of urban and rural spatial transformation development and the comparison of various urban and rural spatial transformation models,combined with the actual situation in the eastern Henan region,the urban-rural spatial transformation model of Yucheng County is proposed: Smart Shrinking.The model specifically includes the shriveling of urban and rural living spaces,the development of urban and rural production space,and the increase in urban and rural ecological space.Finally,based on the analyzed model,the strategies for county-level urban-rural spatial planning is proposed.Among them,urban and rural living space optimization strategies include the shrewd shrinkage of rural settlements,the rational development of townships,the smart growth of central urban areas,the optimization of urban system structure,the leading of large and medium-sized cities,and the improvement of urban and rural public service facilities.As for spatial layout,promoting the transformation and upgrading of industrial system,accelerating the development of modern agricultural system,promoting the free flow of production factors,and to strengthen the modern transportation support system are proposed.Rrban and rural ecological space protection strategies include the establishment of ecological conservation areas,the construction of farmland shelter forest networks,the division of ecological control zones,regional ecology Coordinate planning and strengthen environmental protection planning.Spatial planning implementation safeguard strategy includes clarifying spatial planning status,strengthening national land space management,constructing guidance and coordination mechanisms,exerting linkage and supervision mechanisms,and effectively promoting public participation.The first part,"Enlightenment",is Chapter 1.Introduce the research background,significance,objects and related concepts: the eastern part of Henan Province is a typical traditional agricultural area,and its urbanization has entered a new stage.The urban and rural space of the county needs to respond to new forms such as rural revitalization,new urbanization and agricultural modernization through transformation.The second part,"Weaving",is Chapter 2.By reviewing the progress of relevant research and typical cases witnin China and abroad,the trends of urban and rural space are clarified: the expansion and shrinkage of human settlement space and the production space and ecological space constitute a coupling relationship.In addition,in the early stage of urbanization,the shrinkage of human settlements mainly occurs in rural areas.In the middle and late stages of urbanization,the shrinkage mainly occurs in small and medium-sized cities,and spatial planning should be dealt with in advance.The third part is "Analysis",including Chapters 3 and 4.Firstly,the urban and rural space is classified.According to the landscape ecology theory,it is divided into matrix space,corridor space and plaque space according to the morphological elements;it is divided into living space,production space and ecological space according to the function of space function.Field research,big data,statistical yearbooks,high-resolution satellite imagery,etc.are used as research data to analyze the spatial characteristics and existing problems of different urban and rural spaces,and focus on the research implications of smart shrinking in the county living space.Secondly,in addition to the macro-influence factors of society,the paper focuses on the use of questionnaire interview data to analyze the urbanization behavior of rural residents and decision-making logic from the perspective of family and individual,and summarizes the dynamic mechanism of urbanrural spatial transformation.The fourth part of the "conclusion" is Chapter 5.By analyzing the components of the ideal urban-rural space and comparing different urban and rural spatial transformation models,the paper proposes a suitable urban-rural spatial transformation model in the eastern Henan region as “smart shrinking”,specifically for the shronking of urban and rural living spaces,urban and rural production spatial agglomeration development and urban and rural ecology protection.Space lifting and efficiency increase.Then,the spatial planning response strategy of urban and rural spatial transformation in Yucheng County is proposed.The fifth part of "Outlook" is Chapter 6.First,summarize the main research conclusions from living space,production space,ecological space and other aspects.Secondly,the research methods,contents,conclusions and shortcomings of this paper are summarized,including 1)failure to analyze the urban and rural space in the county in the time dimension;2)due to the lack of more granular data,the multi-dimensional evaluation of the three types of county space is not carried out;3)The empirical research subjects failed to cover more research areas.Furthermore,it is pointed out that in the future,existing research can be optimized by obtaining more fine-grained data and expanding empirical objects. |
