Research On The Shrinking Characteristics And Planning Strategy Of "Smart Shrinking" In Sanhui Town,Hechuan District,Chongqing

Since the reform and opening up,with the rapid development of China's economy and urbanization,both the population and the urban area have witnessed a rapid growth.However,since 2008,China's economy has been growing at a medium-low speed under the influence of the global economic transformation.The spatial distribution of population in China is undergoing structural changes,and more and more cities are facing the challenge of shrinking.Relevant research shows that most of the shrinking phenomenon occurs in the regions of towns and townships,especially small towns with exhausted resources.For urban and rural planning workers,it is the emphasis of future research to analyze the shrinking characteristics and causes of resource-based small towns and put forward the corresponding planning strategies.Chongqing is one of the most obvious shrinking regions in China.This paper selects Sanhui Town in Hechuan District of Chongqing,a typical small resource-based town,as the research object,and carries out theoretical and countermeasures research on the realistic problems of population shrinking in Sanhui Town.The theoretical concept of "smart shrinking" and the proposed planning strategy not only seek solutions to the practical problems of shrinking resource-based small towns,but also provide an idea for the development of other towns in the future.Firstly,the development process of Sanhui Town is divided into four stages: germination,development,prosperity and transformation.The development characteristics of Sanhui Town in each period are summarized,and the attributes of Sanhui Town are judged as a shrinking town.Extract the factors that have a significant impact on the development of Sanhui Town,including the development of mineral resources,the settlement and removal of state-owned enterprises and institutions,the construction of major infrastructure,and further analyze the relationship between them.Secondly,according to the relevant data,the characteristics of population contraction,economic development and land use in Sanhui Town are analyzed in detail,and the characteristics of Sanhui Town in population are as follows: the total volume continues to decline,the aging population is seriously reduced,the rural population is concentrated in the township,the population flows frequently among towns,the current situation of population development and forecast are quite different.The characteristics of land use are: continuous expansion of urban built-up areas,inefficient land use,unbalanced proportion of land use,scattered spatial layout,increase of vacant buildings,and low quality of space.This paper analyzes the causes of the contraction of Sanhui Town from the aspects of internal development dilemma and external influencing factors,and studies the mechanism of its contraction.Finally,this paper interprets the theoretical application of "smart contraction" in resource-based small towns,studies the cases of different types of smart contraction small towns,summarizes the experience that can be used for reference,combines the resource endowment and contraction characteristics of Sanhui Town,and puts forward the concrete planning strategy of smart contraction in Sanhui Town from five aspects: policy,region,industry,space and key projects.The completion of this study not only provides a theoretical basis for the sustainable development of Sanhui Town,but also provides a reference for other resource-based small towns to deal with the contraction problem.This paper contains 43 figures,10 tables and 116 references.
