In recent years,the normal rate of flights in China is far behind the pace of civil aviation development,and even the problem of flight delays has become a roadblock to the sustainable development of civil aviation.From 2016 to 2018,the normal flight management system effectively coped with the rapid growth of flights in China,the relative shortage of airspace resources,large passenger traffic and other situations,effectively guaranteed the normal operation of most flights,but also faced with the problem of flight delays in 20-25% of flights.In view of this,this paper combines collaboration theory and methodology to analyze and study the normal management system of civil aviation flights.In the process of analyzing the normal flight management system,the author first uses the synergistic effect method and self-organization principle method of synergetic theory to discuss its synergistic effect and order parameters.Secondly,the author uses the dominant principle and fluctuation principle to determine the analysis direction of the normal flight management system problem: to evaluate the synergistic work with "goal" Whether the direction is correct or not,use "benefit" to see the results of collaborative work.While Qualitatively Evaluating the "start" and "end" of normal flight management,the Harken model is introduced to quantitatively solve the sequence parameters of flight delay factors,which can be used to analyze the intermediate process of management collaboration.Thirdly,according to the three directions of the analysis of flight management system problems,this paper makes an empirical analysis of Nanning Wuxu Airport: it finds that the objectives of the members of the normal flight management system of Nanning Wuxu Airport are uncoordinated,and the benefit correlation degree is low;the Haken model is introduced to analyze the sequence parameters of flight delay factors at Nanning Wuxu Airport.The result is "air traffic control reason".Finally,based on the results of the previous research and analysis,the author puts forward some suggestions to optimize the normal flight management system from three directions: top-level planning of civil aviation policy,application of innovative technology to reduce flight delays,and strengthening management coordination among members of the system.
